1. One-liner

WhatsApp-first compliance copilot that generates RERA QR-safe property ads + tracks renewals for India brokers.

2. Trend signal — why now?

The Indian RERA regulators went from passive registry to active fining machine in the last 18 months. Three things converged in the 2025-2026 window:

  • MahaRERA Order 46C/2025 (8 April 2025) mandates a scannable QR code on every property advertisement — newspaper, magazine, leaflet, banner, hoarding, social media, WhatsApp forwards, Instagram stories, broker websites. Top-right quadrant. Font ≥ largest contact font. Per-ad penalty ₹10,000–₹50,000 under Section 65, applied separately to developers AND registered agents.
  • Gujarat (GujRERA) effective 15 June 2025 + Tamil Nadu (TNRERA) effective 1 July 2025 issued near-identical orders within 90 days. Karnataka K-RERA already requires registration number ≥10% of ad area. The pattern is national.
  • Enforcement is live, not theoretical. MahaRERA de-registered 18,693 brokers in 2024-25 for missing renewals/training/QR. 12 developers fined ₹5.85 lakh in a single Mumbai Live story on 1 May 2026, including ₹24K-50K orders against tier-2 builders in Nashik, Aurangabad, Pune. The Akola “Lotus Green” order specifically fined a developer ₹10,000 for blurred and illegible QR/RERA in a Lokmat newspaper ad — enforcers are zooming in on legibility, not just presence.

What changed in the broker’s life: they were already using Canva and free QR generators to cobble together ads on WhatsApp. That stack now produces fines. They have no software vendor offering “RERA-safe by construction” output.

3. The opportunity

The white space is broker-side ad compliance. The existing RERA software market splits into three buckets that all miss the broker:

  • RERA filing tools (Umber Ghar, Bhoomi360, Centrik, RERA Filing) — built for developers doing Form 4/5 quarterly filings. Wrong buyer.
  • Listing portals (Magicbricks, 99acres, Housing.com, Makaan) — themselves got MahaRERA notices for non-compliance. They show whatever RERA number the broker types in. They do nothing for the broker’s off-portal ad surface, which is WhatsApp + Instagram + occasional print.
  • Broker CRMs (Sell.do at ₹20K-60K/mo, LeadSquared) — enterprise sales motion software for developer-tied agencies. Not built for the solo broker shop.

A broker today opens Canva, types the project name, slaps on a generic QR he generated for free, posts to a WhatsApp group. He doesn’t know the QR has to be top-right. He doesn’t know the font has to be ≥ his contact details. He doesn’t know his agent registration QR is also required. He gets a suo motu notice. He pays ₹25,000.

A focused product takes that workflow and makes the compliant version easier than the non-compliant version. Paste the project’s RERA number → fetch project metadata from the regulator → generate Marathi/Hindi/English ad creatives that pass MahaRERA Order 46C/2025 by construction → export WhatsApp-ready square + Instagram story + 4-color print PDF in one tap. Layer on renewal alerts, training-exam reminders, and a quarterly “audit binder” of every ad the broker posted. Insurance, not productivity.

4. Target market

  • Primary customer: Individual RERA-registered real estate broker or 2-10 person brokerage in Maharashtra, Gujarat, Tamil Nadu (year 1). Tier-1 metros (Mumbai/Pune/Ahmedabad/Chennai) + tier-2 cities (Nashik, Aurangabad, Surat, Coimbatore). Annual GTV per broker ₹2–20 Cr; commission income ₹3–30L. Posts 30–200 ads/month across WhatsApp, Instagram, and OLX/Magicbricks.
  • Why they buy: Per-ad fine ₹10K-50K. One Section 65 notice from a regulator wipes out a month of income. Renewal cycle is 5-yearly; a missed renewal de-registers them entirely (18,693 already learned this). Compliance has shifted from “paperwork I do once at registration” to “every post I make is enforcement surface.”
  • Rough TAM reasoning: Maharashtra alone ~54K registered agents (post-cull, March 2026 portal data). All-India ~1.5L registered + much larger informal pool returning to formal status. Realistic SAM by Y3: ~100K active solo + small-shop brokers across MH+GJ+TN+KA. SOM at 5-8% paid penetration = 5-8K accounts.
  • Why now for them: From 2024 most brokers treated RERA as a one-time license. From mid-2025 MahaRERA started publishing weekly suo motu orders (Pune alone ran into Case 91/2025). The broker WhatsApp groups are now circulating screenshots of fines. Fear is high; tooling is zero.

  • WhatsApp share button that respects the platform’s image compression (so the QR remains scannable after the third forward — the Akola fine pattern).

6. AI angle — what’s load-bearing

Three places AI does real work, not decoration:

  1. Ad copy generation in five Indian languages. Cheap LLM produces Marathi/Gujarati/Tamil/Hindi marketing copy with the right RERA disclaimer phrasing — manual translation is what makes brokers cut corners today.
  2. Image-spec compliance check. A small vision model verifies the generated creative actually meets Order 46C/2025 — QR in top-right quadrant, font size ratio, contrast, scannability after compression. This is the “compliant by construction” promise.
  3. Project metadata extraction from competitor ads. OCR + LLM to pull RERA number from a forwarded WhatsApp image and look it up — turning the verifier feature into a daily-use tool, not a quarterly one.

Without AI, this is a Canva template pack. With AI, it’s a tool that stops a broker getting fined every time they post.

7. Localization angle

This is India-only by design and that’s the wedge. Five-language ad copy, MahaRERA + GujRERA + TNRERA + KRERA quirks per state, WhatsApp-first distribution (because that’s where Indian brokers live), UPI-native ₹499/₹999 monthly tiers (a US-tooled SaaS at $49/mo can’t price for this market). Marathi/Hindi UI is mandatory — most tier-2 brokers will not transact in English. Distribution is via mandatory training providers (NAREDCO/REMI, Rustomjee Academy, ReraGuruji), AIREAA/NAR India broker associations, and the WhatsApp broker groups themselves. Generic global PropTech does not touch this surface.

8. Business model — path to $1M–$5M ARR

  • Math to $1M ARR: ~7,000 paying brokers at ₹999/mo blend. Achievable from Maharashtra alone if 13% of the 54K registered agents convert.
  • Math to $5M ARR: ~35,000 paying accounts. Requires multi-state coverage (MH+GJ+TN+KA + Telangana/Hyderabad if the regulator follows pattern) and ~25% conversion in MH + 15% in GJ/TN. Tight but reachable in 24 months given the regulatory tailwind across states.

If I cannot land 100 paid in 90 days through this stack, the willingness-to-pay assumption is wrong and I revisit pricing and ICP.
