RERA AdGenie — QR-safe ad generator for India brokers
1. One-liner
WhatsApp-first compliance copilot that generates RERA QR-safe property ads + tracks renewals for India brokers.
2. Trend signal — why now?
The Indian RERA regulators went from passive registry to active fining machine in the last 18 months. Three things converged in the 2025-2026 window:
- MahaRERA Order 46C/2025 (8 April 2025) mandates a scannable QR code on every property advertisement — newspaper, magazine, leaflet, banner, hoarding, social media, WhatsApp forwards, Instagram stories, broker websites. Top-right quadrant. Font ≥ largest contact font. Per-ad penalty ₹10,000–₹50,000 under Section 65, applied separately to developers AND registered agents.
- Gujarat (GujRERA) effective 15 June 2025 + Tamil Nadu (TNRERA) effective 1 July 2025 issued near-identical orders within 90 days. Karnataka K-RERA already requires registration number ≥10% of ad area. The pattern is national.
- Enforcement is live, not theoretical. MahaRERA de-registered 18,693 brokers in 2024-25 for missing renewals/training/QR. 12 developers fined ₹5.85 lakh in a single Mumbai Live story on 1 May 2026, including ₹24K-50K orders against tier-2 builders in Nashik, Aurangabad, Pune. The Akola “Lotus Green” order specifically fined a developer ₹10,000 for blurred and illegible QR/RERA in a Lokmat newspaper ad — enforcers are zooming in on legibility, not just presence.
What changed in the broker’s life: they were already using Canva and free QR generators to cobble together ads on WhatsApp. That stack now produces fines. They have no software vendor offering “RERA-safe by construction” output.
Provenance:
- Signal 1 (Demand/Regulatory): MahaRERA Order 46C/2025 — per-ad ₹10K-50K fine on agents under Section 65 — https://realestatelawjournal.in/maharera-qr-code-registration-ad-guidelines-2025/ — April 2025
- Signal 2 (Economic/Enforcement): 12 developers fined ₹5.85L in single round + 18,693 broker de-registrations + Akola ₹10K legibility fine — https://www.mumbailive.com/en/infrastructure/mumbai-12-developers-fined-for-publishing-advertisement-without-rera-number-levied-a-fine-of-inr-5.85-lakh-78200 — May 2026
- Signal 3 (Feasibility): Multi-state mandate convergence (MH 8 Apr, GJ 15 Jun, TN 1 Jul 2025) + WhatsApp Business utility messaging at ₹0.145/msg + cheap multilingual image generation makes a single-builder, multi-state product tractable — https://realestatelawjournal.in/gujarat-rera-makes-qr-code-and-registration-display-mandatory-in-all-real-estate-ads/ — June 2025 Category: Regulatory arbitrage
3. The opportunity
The white space is broker-side ad compliance. The existing RERA software market splits into three buckets that all miss the broker:
- RERA filing tools (Umber Ghar, Bhoomi360, Centrik, RERA Filing) — built for developers doing Form 4/5 quarterly filings. Wrong buyer.
- Listing portals (Magicbricks, 99acres, Housing.com, Makaan) — themselves got MahaRERA notices for non-compliance. They show whatever RERA number the broker types in. They do nothing for the broker’s off-portal ad surface, which is WhatsApp + Instagram + occasional print.
- Broker CRMs (Sell.do at ₹20K-60K/mo, LeadSquared) — enterprise sales motion software for developer-tied agencies. Not built for the solo broker shop.
A broker today opens Canva, types the project name, slaps on a generic QR he generated for free, posts to a WhatsApp group. He doesn’t know the QR has to be top-right. He doesn’t know the font has to be ≥ his contact details. He doesn’t know his agent registration QR is also required. He gets a suo motu notice. He pays ₹25,000.
A focused product takes that workflow and makes the compliant version easier than the non-compliant version. Paste the project’s RERA number → fetch project metadata from the regulator → generate Marathi/Hindi/English ad creatives that pass MahaRERA Order 46C/2025 by construction → export WhatsApp-ready square + Instagram story + 4-color print PDF in one tap. Layer on renewal alerts, training-exam reminders, and a quarterly “audit binder” of every ad the broker posted. Insurance, not productivity.
4. Target market
- Primary customer: Individual RERA-registered real estate broker or 2-10 person brokerage in Maharashtra, Gujarat, Tamil Nadu (year 1). Tier-1 metros (Mumbai/Pune/Ahmedabad/Chennai) + tier-2 cities (Nashik, Aurangabad, Surat, Coimbatore). Annual GTV per broker ₹2–20 Cr; commission income ₹3–30L. Posts 30–200 ads/month across WhatsApp, Instagram, and OLX/Magicbricks.
- Why they buy: Per-ad fine ₹10K-50K. One Section 65 notice from a regulator wipes out a month of income. Renewal cycle is 5-yearly; a missed renewal de-registers them entirely (18,693 already learned this). Compliance has shifted from “paperwork I do once at registration” to “every post I make is enforcement surface.”
- Rough TAM reasoning: Maharashtra alone ~54K registered agents (post-cull, March 2026 portal data). All-India ~1.5L registered + much larger informal pool returning to formal status. Realistic SAM by Y3: ~100K active solo + small-shop brokers across MH+GJ+TN+KA. SOM at 5-8% paid penetration = 5-8K accounts.
- Why now for them: From 2024 most brokers treated RERA as a one-time license. From mid-2025 MahaRERA started publishing weekly suo motu orders (Pune alone ran into Case 91/2025). The broker WhatsApp groups are now circulating screenshots of fines. Fear is high; tooling is zero.
5. Product sketch (MVP)
- Paste a RERA project registration number → app fetches project name, promoter, location, validity from the public regulator portal and pre-fills an ad template.
- One-tap export of WhatsApp-square (1080×1080), Instagram-story (1080×1920), and print-PDF (A5/A4) versions — all with QR top-right, font weights and proportions auto-checked against MahaRERA Order 46C/2025.
- Marathi, Hindi, Gujarati, Tamil, English ad copy with project amenities + price band + RERA disclaimer pre-inserted; no manual disclaimer typing.
- Agent’s own registration QR + number bundled into every ad automatically (the part most brokers forget under Section 65).
- “Ad locker” — every ad ever generated gets timestamped, stored, and exportable as a PDF audit binder for regulator response.
- Renewal radar — 5-year agent registration + annual training/CoC certificate countdown with WhatsApp reminders and one-tap renewal pre-fill.
- Project verifier — paste a competitor’s ad image, app extracts the RERA number and tells you if it’s currently valid (broker uses this to vet developer offers before signing brokerage agreements).
- WhatsApp share button that respects the platform’s image compression (so the QR remains scannable after the third forward — the Akola fine pattern).
6. AI angle — what’s load-bearing
Three places AI does real work, not decoration:
- Ad copy generation in five Indian languages. Cheap LLM produces Marathi/Gujarati/Tamil/Hindi marketing copy with the right RERA disclaimer phrasing — manual translation is what makes brokers cut corners today.
- Image-spec compliance check. A small vision model verifies the generated creative actually meets Order 46C/2025 — QR in top-right quadrant, font size ratio, contrast, scannability after compression. This is the “compliant by construction” promise.
- Project metadata extraction from competitor ads. OCR + LLM to pull RERA number from a forwarded WhatsApp image and look it up — turning the verifier feature into a daily-use tool, not a quarterly one.
Without AI, this is a Canva template pack. With AI, it’s a tool that stops a broker getting fined every time they post.
7. Localization angle
This is India-only by design and that’s the wedge. Five-language ad copy, MahaRERA + GujRERA + TNRERA + KRERA quirks per state, WhatsApp-first distribution (because that’s where Indian brokers live), UPI-native ₹499/₹999 monthly tiers (a US-tooled SaaS at $49/mo can’t price for this market). Marathi/Hindi UI is mandatory — most tier-2 brokers will not transact in English. Distribution is via mandatory training providers (NAREDCO/REMI, Rustomjee Academy, ReraGuruji), AIREAA/NAR India broker associations, and the WhatsApp broker groups themselves. Generic global PropTech does not touch this surface.
8. Business model — path to $1M–$5M ARR
- Pricing: ₹499/mo solo basic (3 active projects, 50 ads/mo, 1 language), ₹999/mo solo pro (unlimited projects, multi-language, audit binder, project verifier), ₹2,499/mo small agency (5 seats, shared project library, audit dashboard).
- ACV (blended):
₹10,000–₹14,000 ($120–$170) per account. - Math to $1M ARR: ~7,000 paying brokers at ₹999/mo blend. Achievable from Maharashtra alone if 13% of the 54K registered agents convert.
- Math to $5M ARR: ~35,000 paying accounts. Requires multi-state coverage (MH+GJ+TN+KA + Telangana/Hyderabad if the regulator follows pattern) and ~25% conversion in MH + 15% in GJ/TN. Tight but reachable in 24 months given the regulatory tailwind across states.
- Expansion path: add agent CoC training booking (small revenue share with NAREDCO/REMI), Form-4/5 reminder add-on for developer-tied brokers (₹500/project/quarter), brokerage-agreement template marketplace (₹299/agreement), insurance partnership for E&O cover (referral revenue). The 5-yearly renewal moment is the ACV expansion wedge — a broker about to pay ₹10K to renew will trivially upgrade to ₹2,499/mo Pro for the renewal-prefill flow.
9. Go-to-market wedge — first 100 customers
- MahaRERA training-provider partnership. NAREDCO/REMI runs the mandatory 20-hour CoC for every new and renewing agent — ~10,000 agents/year cycle through. Offer the school a free “RERA AdGenie Lite” trial included with course completion. Conversion target: 5% to paid in 30 days = 500 trials → 25 paid/cohort.
- WhatsApp broker groups in Pune + Mumbai + Thane. ~300+ active groups with 100-500 members each. Pay 5 broker influencers ₹10K each to share a personalized “I just got a ₹25K notice — here’s the tool I’m using now” video. Track via UTM-tagged WA links. Realistic 1-2% paid conversion = 60-100 paid in 6 weeks.
- Suo-motu order scrape + cold WhatsApp. MahaRERA publishes suo-motu orders on its portal weekly (case numbers running into the 90s in Pune for 2025). Scrape the developer/agent name, look up phone number from RERA registry, send a personalized WA message: “Saw the Suo Motu notice — here’s a 60-second video of the tool that auto-formats your QR per Order 46C.” Realistic 5-10% reply rate, 1-2% paid conversion. 2,000 cold messages → 20-40 paid in 60 days.
- AIREAA / NAR India webinar circuit. Sponsor 3 monthly webinars on “Section 65 fines: what brokers need to know in 2026.” Standard format converts at 3-5% of attendees to free trial, 20% trial-to-paid. 500 attendees × 4% × 20% = 4 paid per webinar — slow but compounding.
- Magicbricks/99acres broker forum lurk + outbound. Brokers post their listings publicly with name and number. Scrape MH listings missing the QR top-right, message the broker: “Your last listing on Magicbricks doesn’t comply with Order 46C — ₹10K fine if reported.” Tightly targeted, ~3% conversion to paid.
If I cannot land 100 paid in 90 days through this stack, the willingness-to-pay assumption is wrong and I revisit pricing and ICP.
10. Build complexity — justification
Low-Medium. The product is a webapp + small mobile/PWA + WhatsApp Business utility messages. Off-the-shelf: image generation library, OCR for project verifier, LLM API for multilingual copy, public RERA portal scraping (no proprietary data), Razorpay/UPI for payments. Custom work: MahaRERA/GujRERA/TNRERA template engine (one-time per state, ~2 weeks each), QR-position compliance checker (~3 weeks), WhatsApp Business API integration (~2 weeks). Solo builder ships v1 (MahaRERA only, English+Marathi+Hindi) in 8 weeks; pair adds GujRERA + TNRERA + multilingual + audit binder by week 16. No research-grade ML, no custom hardware, no enterprise integrations.
11. Gating checklist
| Gate | Pass? | Note |
|---|---|---|
| Legal in target market | ✅ | Public RERA data, consumer-facing compliance tool, no scraping of paywalled sources. |
| Ethical — no harm / dark patterns | ✅ | Reduces broker fines; aligns broker incentive with consumer transparency. |
| Market exists (evidence above) | ✅ | 18,693 de-registrations + ₹5.85L May 2026 fines + multi-state mandate. |
| 1–5 person team can build this | ✅ | Solo MVP in 8 weeks; pair gets to multi-state in 16. |
| Launchable with <$50K / ₹40L | ✅ | ₹15-20L covers dev + initial WA Business API + training-provider sponsorships. |
12. Feasibility score
| Axis | Weight | Score | Notes |
|---|---|---|---|
| Problem intensity | 20 | 17/20 | Per-ad ₹10K-50K fine + 18,693 de-registrations is hair-on-fire for active brokers. Notch below 18+ because not every broker is currently being audited weekly. |
| Demand evidence | 15 | 12/15 | Multi-state regulator orders + weekly suo motu + de-registration count are strong; missing direct verbatim broker “I would pay” quotes — the data gap to close in validation. |
| Build feasibility | 15 | 13/15 | Off-the-shelf AI + image gen + public regulator data; only state-specific template work is custom. 8-week solo MVP. |
| Distribution clarity | 15 | 12/15 | Training-provider partnership + WA groups + suo motu scrape is concrete. Indian broker SaaS distribution is unglamorous but well-trodden. |
| Revenue mechanics | 15 | 11/15 | ₹999/mo blend is plausible but Indian broker payment willingness for compliance-as-insurance is the open question. Annual prepay with 15% discount likely required. |
| Time to first revenue | 10 | 8/10 | Pre-order from a single training-provider cohort gets first revenue within 30 days of beta; broad paid in 60-90 days. |
| Defensibility | 10 | 5/10 | Soft moat — state-specific template depth, training-provider lock-in, accumulated audit-binder data per broker. Magicbricks could bundle this; they’ve shown no urgency. MahaRERA could ship a free generator; their UX trajectory says they won’t. |
| Total | 100 | 78/100 |
13. Qualitative modifiers
Founder-fit tags
technical-heavy (state-by-state template engine + image-spec compliance check) · domain-expertise-required (RERA Section 65, Order 46C/2025, agent registration nuances; needs a CA or RERA consultant on speed-dial)
Key assumptions to validate (3–5)
- Assumption: Solo brokers in Pune+Mumbai will pay ₹999/mo for a compliance-insurance tool. How to test: 25 phone interviews + a ₹1 prelaunch waitlist landing page shared in 5 broker WA groups; success = >30 deposits in 14 days.
- Assumption: NAREDCO/REMI (or competitor training providers) will agree to a free-trial bundle in their CoC course. How to test: Direct meeting with 3 training providers in week 1; success = at least 1 verbal LOI for a pilot cohort.
- Assumption: MahaRERA suo motu publication scrape produces enough volume to drive 20+ paid customers/month at 1-2% conversion. How to test: 200 cold WA messages to last quarter’s named brokers/developers; measure reply rate >5% and demo conversion >1%.
- Assumption: GujRERA + TNRERA enforcement will scale similarly to MahaRERA in 2026-27. How to test: Track suo motu order publication frequency on those state portals monthly for 90 days; success = >5 published orders/state/quarter.
- Assumption: Indian broker willingness to upgrade to ₹2,499/mo agency tier exists. How to test: Beta-pricing test on 50 agency leads; success = >10% pick agency tier when shown side-by-side.
Risk flags
- Platform dependency: RERA portals’ public data structures could change without notice; scraping breaks. Mitigation: state-scoped adapters + manual fallback in week-1 outage.
- Regulatory U-turn: A friendlier MahaRERA chairman could halve fines or pause suo motu. Direction is currently tightening, but politics shifts fast in Maharashtra.
- Free-tool risk: MahaRERA itself ships an official ad generator — kills the wedge overnight. Three years of inaction makes this less likely but not zero.
- Big-portal counter-attack: Magicbricks/99acres bundle compliant creative into broker accounts for free. Their incentive is on-portal listings, not WhatsApp creatives, which buys 12-18 months.
- Payment willingness: Indian SMB brokers historically resist monthly SaaS for “intangibles.” If validation interviews show >50% pushback on ₹999/mo, repackage as annual ₹4,999 prepay or per-fine-event insurance bundle.
14. Structured verdict
Score: 78/100
Verdict: GO
Confidence: Medium
Best-fit builder: Technical solo founder in Pune/Mumbai with a RERA consultant or property-CA co-founder/advisor; bilingual Marathi+Hindi+English UX
Time to revenue: 45–60 days from MVP if training-provider pilot lands
Capital to launch: ₹15–20 lakh ($18-24K) — dev runway + initial WA Business API + 3 training-provider sponsorships
Top 3 assumptions to validate first:
1. Broker willingness to pay ₹999/mo — 25 phone interviews + ₹1 waitlist test in 14 days
2. Training-provider pilot bundle viability — 3 verbal LOIs in week 1
3. Suo motu cold-outreach reply rate >5% — 200 messages, measured over 30 days
Kill criteria:
- Abandon if broker waitlist test produces <10 paid deposits from 5 WA groups in 14 days
- Abandon if MahaRERA publishes its own free ad generator before launch
- Abandon if Magicbricks or 99acres announces bundled WhatsApp-ready RERA-compliant creative for brokers
- Abandon if 200-message cold WA campaign converts <0.5% to paid trial in 60 days
15. Next step — 1-week validation sprint
- Day 1–2: Build a single landing page in Marathi+Hindi+English with three sample compliant ads side-by-side with three “before” versions taken from real Magicbricks listings. Add a ₹1 waitlist deposit (Razorpay UPI) for early access. Identify top 5 Pune/Mumbai broker WhatsApp groups and the 3 RERA training providers running CoC cohorts in May 2026.
- Day 3–4: Push the landing page into the 5 broker WA groups via 1 paid broker influencer (₹5K). In parallel, schedule 25 phone interviews with brokers from the suo-motu-order list. Send LOI requests to NAREDCO/REMI, Rustomjee Academy, ReraGuruji.
- Day 5: Decide go/no-go based on: ≥10 ₹1 deposits in 72 hours AND ≥1 training-provider LOI in writing AND ≥15 of 25 broker interviews citing per-ad fine fear or de-registration as top-2 anxiety. Anything short = pivot to per-fine-event insurance pricing or kill.
Falsifiable: 10 deposits, 1 LOI, 15/25 interview signal. Numbers, not vibes.
