Three things flipped at once and they all flipped in the last 12–18 months.

3. The opportunity

The incumbent options for a new spray-drone operator are bad in three different directions:

  • Hire a drone lawyer. Rupprecht Law charges a $2,000 flat fee per petition and the lawyer is not going to write your operations manual or maintain your records year two.
  • Buy a “Part 137 package” from a dealer. Avary Drone, Volitant, NuWay Ag, Maverick all sell static templates. They’re a Word doc you customize at 2 a.m. and pray the FAA doesn’t bounce. The Maverick combo bundles a $175 Part 107 prep course with a Word template.
  • Take the free hand-holding from your drone OEM. Hylio offers complimentary Part 137 onboarding to lock you into their ecosystem. Useless if you bought a DJI Agras, an XAG P150, or a second drone from a different brand.

What’s missing is the obvious thing: a software product that takes your specific operation (drone model, sites, crops, crew, state pesticide license, sub-55 vs. 55+) and produces a clean petition, a tailored ops manual, an RFI reply when the FAA pings you, and a year-round records keeper that survives a DETER-era audit.
