RentClerk — eRITS rent-tax copilot for Kenya’s small landlords

1. One-liner

WhatsApp copilot that registers properties on eRITS, issues PIN-stamped eTIMS rent receipts, and files MRI returns for small Kenyan landlords.

2. Trend signal — why now?

Three forces hit small Kenyan landlords simultaneously this quarter, and the existing tooling is pointed at the wrong job.

The expense-validation hammer fell. From 1 January 2026, KRA validates every income and expense line declared in personal and corporate tax returns against eTIMS data. If a tenant’s employer or a corporate tenant can’t produce an eTIMS-stamped rent receipt with the landlord’s PIN, the rent expense is disallowed and treated as taxable profit. KSh 360,000 of rejected rent becomes ~KSh 108,000 of extra tax — every year, per tenant. Tenants are now actively demanding eTIMS receipts from landlords as a condition of paying rent. eRITS is mandatory and the long tail is non-compliant. KRA launched the Electronic Rental Income Tax System (eRITS) in April 2025 with full compliance demanded by September 2025. Landlords must register every property, every tenant’s PIN, file Monthly Rental Income (MRI) returns by the 20th of every month, and pay 7.5% on gross rent (no deductions for mortgage, maintenance, or agent fees). KRA’s own admission: over 60% of Kenyan landlords are still outside the formal tax system. Rental income tax collected is KSh 17B against a KSh 100B potential — an 83% compliance gap that KRA is now actively closing with eRITS data. Penalty for non-compliance is KSh 1M or 10× the tax due, whichever is higher.

The KRA built the channel for us. KRA’s Shuru WhatsApp chatbot (+254 711 099 999) launched as the official low-friction interface for Turnover Tax, VAT, PAYE, Rental Income, and TCC. They’ve validated WhatsApp as the rails. But Shuru is a thin official chatbot — no tenant register, no recurring rent reminders, no M-Pesa reconciliation, no Swahili/Sheng natural-language understanding, no monthly MRI auto-draft. Meanwhile, the eight or so Kenyan property-management SaaS tools (KodiFlow, Blocks PMS, EazzyRent, Bomahut, Nyumba Zetu, RentalDesk, Kayapro360, ROBIPMS) are built around rent collection with M-Pesa and tenant chat — none lead with eRITS-native compliance, and KodiFlow’s entry tier is KSh 3,750/mo, which is a non-starter for a 4-unit landlord.

3. The opportunity

Kenya just turned every small landlord into a part-time tax clerk overnight, and the existing PropTech stack is solving the wrong problem. The big PMS platforms (KodiFlow, EazzyRent, Blocks PMS) were built to automate rent collection with M-Pesa — they assume the landlord wants a dashboard, employs a property manager, and can stomach KSh 3,000–6,000/mo. They are not designed around the new compliance moment of truth: “my corporate tenant won’t pay this month’s rent until I send them a KRA-stamped eTIMS receipt with their PIN on it, and KRA wants my MRI return by the 20th.”

The incumbent failure is structural: M-Pesa rent collection is now a commodity (Safaricom STK push, Daraja, Pochi la Biashara). What’s not commodified is the eRITS/eTIMS round-trip — PIN-by-PIN tenant registration, KRA-validated invoice issuance for every rent payment, MRI auto-calculation and pre-filing, and most importantly doing all of it on WhatsApp without forcing a 60-year-old landlord to learn a web dashboard. KRA’s own Shuru bot proves the channel works but it’s a thin transactional interface — no memory, no tenant roll, no monthly P&L, no auto-MRI return.

The wedge is to be the compliance copilot, not the property manager. Most small landlords already collect rent through M-Pesa Pochi la Biashara — they don’t need yet another collection rail. They need an agent that says “Mr. Mwangi paid you KSh 28,000 yesterday, here’s the eTIMS receipt with his PIN, draft MRI for April is KSh 21,000 across your 5 units, file it now?“

4. Target market

  • Primary customer: Kenyan individual landlords with 2–20 residential units and annual rental income between KSh 288K–15M (the MRI threshold band). Mostly self-managing or with a single caretaker. Already have a KRA PIN. Already collect via Pochi la Biashara or M-Pesa Send Money. Aged 35–65, WhatsApp-native, English/Swahili bilingual, smartphone-only, no accountant on retainer. Concentrated in Nairobi, Mombasa, Kisumu, Nakuru, Eldoret.
  • Why they buy: The pain is binary and immediate. A corporate tenant withholds rent until they get a PIN-stamped eTIMS receipt → cash flow stops. KRA’s eRITS reads M-Pesa data → letters come asking why MRI return wasn’t filed → KSh 1M penalty exposure. They need this this month. Their current “system” is screenshots in WhatsApp groups, asking their accountant cousin, or just hoping KRA doesn’t notice.
  • Rough TAM reasoning: KRA admits 60%+ of landlords are outside the formal system. The KSh 17B → KSh 100B compliance gap implies roughly 5x the currently-registered landlord base needs to comply. Even taking the conservative slice — say 200,000 small Kenyan landlords actively earning MRI-bracket rental income — at KSh 999/mo retention price, that’s a KSh 200M/mo (~$1.5M/mo) ceiling, or ~$18M ARR theoretical. Realistic addressable in 24 months: 30–60K paid customers, $3–6M ARR.
  • Why now for them: Pre-2026 they could fly under the radar. Post-Jan 2026, KRA cross-references eTIMS, M-Pesa, and tenant tax returns automatically. Tenants who used to be silent are now actively asking for receipts. The Eastleigh trader crackdown in April 2026 was the public proof that KRA will pursue non-compliance.

5. Product sketch (MVP)

6. AI angle — what’s load-bearing

AI is doing three jobs that justify the product, not one:

  1. M-Pesa SMS → tenant match → receipt draft. M-Pesa rent payments come in as unstructured SMS (“KFR3X2P9KL Confirmed. Ksh28,000.00 received from JOHN MWANGI 0712345678…”). The AI parses the line, matches to the tenant register by phone+name+amount fuzzy match, classifies as rent (vs. utility, deposit, refund), and drafts a fully-formed eTIMS receipt with both PINs. No AI = manual tenant matching every time and you’ve built a glorified form.

  2. Conversational eRITS/eTIMS in mixed Swahili/Sheng/English. Kenyan landlords don’t operate in clean English. They code-switch. “Sawa, file MRI for April, lakini si toa Mwangi alikuwa amelipa late.” Without an LLM that handles Swahili-English-Sheng and Kenyan tax vocabulary natively, the WhatsApp UX falls apart.

  3. Compliance-risk classifier. AI scans the tenant register and the year’s payment patterns and flags issues KRA would catch: a tenant with no PIN, a unit declared rented but never invoiced, an MRI return mismatch from M-Pesa data. This is the “audit-shield” promise that converts free trials.

If you removed the AI, you’ve built a forms wrapper around eRITS — which already exists, and the user has to learn it, and that’s the whole problem.

7. Localization angle

This product only exists because of Kenya-specific rails:

  • Language: Swahili + Sheng + English code-switching natively; a global product can’t fake this
  • Payment rails: M-Pesa Pochi la Biashara, Send Money, and Daraja 3.0 webhooks are the source of truth for rent received; integration is non-negotiable
  • Distribution: WhatsApp ubiquity (~96% Kenyan internet user penetration); KRA’s own Shuru chatbot proves WhatsApp is the sanctioned tax-compliance channel

This is a Kenya-first product. There’s a small expansion path to other African e-invoicing regimes (Uganda EFRIS, Tanzania VAT, Nigeria FIRS e-invoicing) but those are sequels, not v1.

8. Business model — path to $1M–$5M ARR

9. Go-to-market wedge — first 100 customers

Five concrete channels, in order of priority:

  1. Cold WhatsApp + voice note to corporate tenants demanding receipts. Scrape LinkedIn for “HR / Admin Manager Nairobi” at companies that pay HRA — offer them a free landlord-PIN-lookup tool. They forward RentClerk to their landlords because they are the ones being told “no receipt, no expense claim.” First 25 customers come from corporate-tenant pull, not landlord push.
  2. Nairobi CPA whisper network. Direct-message the ~150 accounting firms that file MRI returns for landlord clients (KICPA member directory is public). Offer them a co-branded portal where their landlord clients self-serve — CPA gets a kickback, landlord pays normal price. CPAs have the trust and the list.
  3. Landlord WhatsApp groups + Facebook landlord groups. Kenyan landlord WhatsApp groups (Nairobi Landlords, Mombasa Property Owners, Kenya Real Estate Investors Network) exist and are highly active. A 90-second Swahili demo video in each group, plus the answer to one technical KRA question per day, builds trust. Cost: zero, time: ten hours/week.
  4. eRITS clinic events at SACCOs and rental property cooperatives. Kenya’s SACCO ecosystem includes property-investment SACCOs with thousands of small-landlord members. Sponsor a 1-hour “How to comply with the new MRI rules in 2026” Saturday clinic; capture leads at the door. Five clinics × 50 attendees × 30% close = 75 customers in two months.
  5. InterNACHI-equivalent: Kenya Property Owners Association partnership. Negotiate an institutional discount with KEPSA or specific landlord trade groups; they email-blast to members with the official partner badge.

The first 100 are not an SEO problem. They’re a 90-day execution problem solvable with cold WhatsApp + CPA partnerships + landlord groups.

10. Build complexity — justification

Medium. WhatsApp Business API + Twilio/360dialog, KRA eTIMS API (open to certified integrators, application process is paperwork-heavy but known — Cute Profit and others did it), KRA eRITS portal integration via documented eCitizen flows, M-Pesa Daraja 3.0 webhooks for receipt detection, an LLM for Swahili/Sheng NLU + receipt drafting, and a Postgres tenant register. Heaviest items are (a) the KRA-certified integrator approval process — 6–10 weeks of bureaucracy before you can go live with eTIMS at scale, and (b) a robust M-Pesa SMS/Daraja parser. A pair of builders ships a credible v1 in 16–20 weeks. No proprietary models, no novel infra.
