2. Trend signal — why now?
The Egyptian Tax Authority dropped a regulatory grenade in 2025. Resolution No. 281 of 2025 cut the mandatory e-invoicing/e-receipt registration threshold from EGP 500,000 to EGP 250,000 in annual revenue — about USD 5,000. Every business above this has to register with ETA before March 31, 2026 or eat an EGP 20,000 fine + EGP 1,000/day. That sweep pulls tens of thousands of sole proprietors, hawkers, baqalas, coffee carts, micro-pharmacies, and beauty salons into the mandate for the first time.
The B2C e-receipt mandate (ETA Decision 281/2025) requires every taxpayer on ETA’s published list to issue a digital receipt for every retail sale, transmitted within 72 hours including a unique QR code. POS, ERP, ETA’s web portal, and ETA’s mobile app are all approved channels. But: real ERPs cost USD 19+/mo (Wafeq, Daftra) and assume desktop access, English literacy, a real SKU catalogue, an X.509 e-seal, and someone willing to type GPC codes. Three things made the wedge possible in 2025–26:

3. The opportunity
The incumbents — Daftra, Wafeq, Odoo, OrchidaTax, EDICOM, Pagero, Comarch, eDariba — all built for desktop accountants serving SMBs that already have a POS, an SKU master, and an English-speaking staffer who can navigate a tabbed dashboard. Their cheapest plans start at EGP 590/mo (~USD 12) and assume an SKU catalogue you can upload as CSV. The micro-merchant the new mandate just dragged in has none of those assumptions:
- No desktop computer.
- No SKU catalogue. Inventory lives in their head.
- Limited English. Forms, error messages, GPC code lookups in English are friction.
- No accountant on retainer.
- Margins are thin enough that EGP 590/mo (~3% of monthly revenue) doesn’t fly.
ETA itself offers a free web portal and mobile app, but they’re built for tax officers, not vendors. Manual receipt entry through ETA’s portal takes 90+ seconds per sale. Nobody is going to do that for a EGP 12 transaction at a coffee cart.
The gap: a WhatsApp-native, Arabic-voice-first, EGP-99/mo issuer that turns “كيلو طماطم بـ ٦٠ جنيه واتنين بصل بـ ٢٥” into a compliant ETA e-receipt with QR code, transmitted to ETA’s eReceipt API in under 5 seconds. AI does the work the accountant used to: parse the spoken sale, classify the line item to GPC/EGS codes, generate a UUID, sign it, push it to the ETA API via an accredited gateway partner, return a QR-code PDF to both merchant and customer through WhatsApp.
4. Target market

- Rough TAM reasoning: A single dataset lists 26,413 grocery stores alone. Cairo has an estimated 100K+ informal/formal micro-merchants. National micro-retail count is in the 500K–1M range when you add cafés, salons, hawkers, mobile-recharge stalls. Assume Resolution 281 brings 200K of these into the mandate as taxable. - Why now for them: Pre-Mar 31 they could ignore. Post-deadline, every transaction without an e-receipt is a risk. The accountant-cousin who used to handle it for a side fee now charges EGP 800–1,500/mo because demand spiked. EGP 99/mo on a phone is the only viable path for the bottom 80%.
5. Product sketch (MVP)
- WhatsApp signup in 90 seconds. Merchant texts a number; we collect Tax Registration Number (RIN), VAT details, branch info via guided Arabic chat. We hand off to our ETA-accredited gateway partner to provision the e-seal and POS device serial under our umbrella.
- Voice receipt issuance. Merchant holds the phone, speaks Egyptian Arabic: “نص كيلو جبنة بيضاء بـ ٤٥ جنيه ورغيفين عيش بـ ١٠.” We transcribe, parse line items + prices, propose pre-mapped GPC/EGS codes from a curated micro-retail catalog, confirm with one tap.
- Auto-classify SKUs. First time merchant says “زبدة” we map to GPC class for butter. We learn merchant-specific shorthand over time (their version of “خس” might mean a specific lettuce type). Catalogue grows in the background; merchant never sees a code.
- Instant compliant e-receipt. Submitted to ETA via gateway partner within 60 seconds (well inside 72-hour window). PDF + QR code returned to merchant and (optionally) customer via WhatsApp.
- InstaPay/Vodafone-Cash QR fusion. Single QR sticker behind the counter — customer scans, sees receipt + payment in one. Closes the loop on the actual transaction the merchant cares about: getting paid.
- Daily Arabic-voice summary. Each evening, a 15-second WhatsApp voice note: “اليوم بعت ٤٢٠ جنيه، ٢٢ معاملة، أعلى صنف الجبنة.” First time they’ve ever seen this.

6. AI angle — what’s load-bearing
Three places AI is doing real work that nothing else can:
- Egyptian-dialect speech-to-text. Spoken commerce in Egypt is colloquial Arabic, not MSA. Generic Arabic STT chokes on Cairene slang, prices in mixed Hindi-Arabic numerals, and the half-Italian loanwords (“سندوتش”, “كرواسون”). Tuned dialectal STT is the difference between 95% and 65% accuracy — i.e., the difference between a working product and a frustrated merchant who quits in week two.
- Auto-classify products to GPC/EGS codes from natural Arabic descriptions. ETA rejects invoices with mismatched codes. The free GS1 lookup is a back-and-forth Excel email exchange. Existing AI tools (eDariba, ARKAN) cover B2B item catalogs. Mapping street-vocabulary like “زبادي حمصاني” or “جبنة قريش بلدي” to the right GPC brick across 269 micro-retail product lines is a fine-tuning problem — not a database problem.
- Compliance correction loop. When ETA rejects a submission (schema mismatch, code mismatch, RIN issue), the system reads the error, fixes it, resubmits, and explains it back to the merchant in spoken Arabic. Without AI, every rejection = a panicked merchant on customer support.
Strip the AI: you have an ETA gateway with a clunky form. Daftra already exists. The AI is the entire reason a phone-first merchant can use this.
7. Localization angle
This is the localization play. Not bolted on. The reason this is fresh:
- Egyptian Arabic dialect, not MSA. 100M speakers, distinct from Gulf or Levantine; existing global tools only just got there in late 2025.
- Eastern Arabic numerals (٠-٩) on prices and quantities mixed with Western digits in the same sentence.
- Local payment rails: Vodafone Cash, Orange Cash, InstaPay QR, Meeza prepaid. Daftra/Wafeq don’t deeply integrate these.
- Pricing: EGP 99/mo (~USD 2). Below the threshold where merchants need to think. Annual EGP 999 (~USD 20) prepaid via mobile wallet drives retention.
- Compliance specifics: ETA’s UUID + e-seal + GPC/EGS + 72-hour transmit window are Egypt-only. Generic global e-invoicing tools take months to localize.
- Cultural distribution: Telegram and WhatsApp Egyptian merchant groups, neighborhood-level baladiya WhatsApp networks, on-the-ground reps in Cairo’s Atabaa and Boulaq markets, El Souq’s Friday wholesale clusters. Not paid ads.
If this works in Egypt, the same architecture ports to Iraq, Algeria, Morocco, Lebanon — all dialect-Arabic, all rolling out e-invoicing mandates within 24 months.
8. Business model — path to $1M–$5M ARR
