2. Trend signal — why now?

The AIM Act dropped the refrigerant threshold from 50 pounds to 15 pounds on January 1, 2026. Every system charged with at least 15 pounds of high-GWP refrigerant — every walk-in cooler, every reach-in freezer rack, every rooftop air-conditioning unit on a c-store — is now under federal leak-rate, repair-window, and reporting obligations it was previously exempt from. The 70% threshold reduction sweeps in 13×–142× more equipment per operator overnight. ACHR News quote: “One food retailer I work with will go from about 400 regulated appliances to 57,000 when the rule takes effect in 2026.” Penalties: $57,000 per day per violation federally, plus state add-ons (California up to $500K/year for missing or wrong reports).

The SMB segment got hit cold. Independent grocers, single-store c-stores, and indie restaurants previously had zero compliance work to do because nothing they owned crossed the 50-pound bar. Now their walk-in coolers (30–80 lbs typical) and freezer racks (40–120 lbs) are all in scope. The National Grocers Association is publicly arguing the rule places “an undue financial and operational burden on independent grocers.” They have no compliance person, no software, no leak-tracking process, no idea what an annual leak-rate calculation is.

The hardware is finally cheap. A2L refrigerant sensors (R-454B, R-32, R-32 blends now standard on new equipment after the AIM transition) priced at $200–500 from Senseair, MSA Bacharach, Innovaer, Winsen. Cellular gateways (Particle, Notecard) at $40 with $5/mo data. Even a 5-cooler small grocer can be fully sensor-covered for under $1,500 in hardware — versus the $50K+ retrofit quotes the enterprise vendors are pitching to chains.

The incumbents target chains, not single stores. Axiom Cloud raised $5M from Toshiba Tec and Windsail in Feb 2024, ships AI early-leak detection to Whole Foods, Sprouts, Grocery Outlet, HelloFresh — 1,000+ stores monitored. Trakref/Fexa starts around $99/month for “up to 10 users” and still requires custom enterprise quotes for full deployment; their target buyer is “the compliance officer at a national grocery chain or property management company, not the owner of a 12-truck HVAC shop.” Facilio launched its tracking module April 2024 — also enterprise-priced. Bueno does multi-location chains. Nobody serves the 21,000+ NGA-member independent grocers, the 152,000 US c-stores at the small-operator end, or the long tail of indie restaurants with 15+-lb refrigeration.

Distribution is named and finite. NACS (national c-store association), NGA (national grocers), and state-level grocer associations all have AIM Act education tracks running today. Wholesalers (Wakefern, AWG, UNFI, KeHE) have been emailing their member stores about compliance since Q4 2025. Insurance carriers writing GL/property for grocers are starting to ask whether the operator can produce an AIM Act audit pack.

3. The opportunity

The AIM Act expansion did three things to the SMB grocery / c-store / restaurant operator on January 1, 2026:

  1. Made them a regulated entity for the first time — every 15+ lb HFC system needs annual leak-rate calculation, 30-day repair windows when a leak is found, charge-event logging, refrigerant purchase records, and an EPA-audit-ready three-year record retention.
  2. Exposed them to $57K/day fines they didn’t budget for and, critically, didn’t know about.
  3. Left them with no purpose-built tool. The existing platforms (Trakref/Fexa, Axiom Cloud, Facilio, Bueno, RefriComply) are built for compliance officers at chains. They want quote-on-request enterprise sales, multi-month implementations, and a $99-and-up monthly base that scales with users — not the single-store owner who wants something that works on his phone for under $100/mo.

ColdLog fills the gap. Two parts:

  • The kit (one-time hardware): A box per store containing A2L refrigerant leak sensors (one near each cooler/freezer condenser cluster, plus indoor sensors per walk-in to satisfy A2L safety code), a cellular gateway, and adhesive mounts. Owner peels, sticks, and scans a QR code. Provisioning runs in 15 minutes. Sensors are off-the-shelf MSA / Innovaer / Senseair certified for R-454B, R-32, R-410A, R-407A, R-448A — the refrigerants this segment actually operates.
  • The SaaS (recurring): Phone-first dashboard that ingests sensor telemetry, logs every charge event the HVAC tech enters during a service visit, calculates the AIM Act-required annual leak rate per appliance, fires the 30-day repair clock when a leak is detected, generates the EPA-audit-ready PDF on demand, stores three years of records, and emails a quarterly insurer compliance summary.

The 10× UX move is the audit pack. Today the operator has nothing — a stack of HVAC service tickets in a drawer. ColdLog turns that into a single tap.

4. Target market

  • Primary customer: Owner-operators of independent US grocery stores (1–8 locations), single-store and small-chain c-stores (1–25 locations), and indie restaurants with at least one walk-in cooler or freezer over 15 lbs of refrigerant. Annual revenue per location $500K–$15M. No dedicated compliance staff. They handle this themselves between counter shifts.
  • Why they buy:
    • “I just got a letter from my wholesaler saying I’m responsible for AIM Act compliance starting January. I don’t even know what that means.”
    • “My HVAC contractor said I need leak-rate logs but he hand-writes service slips and I lose them.”
    • “My insurance carrier added a refrigerant compliance question to renewal. I had to leave it blank.”
    • “If EPA shows up I have nothing on paper. A $57K-per-day fine kills my store.”
  • Rough TAM reasoning: Conservative serviceable: 21,000 NGA-member grocers + ~30,000 single/small-chain c-stores (the SMB slice of the 152K NACS total) + ~50,000 indie restaurants with walk-ins ≥ 15 lbs. ~100,000 US locations total.   • Why now for them: Every renewal cycle in 2026 — insurance, wholesaler contract, lender annual review — now asks for AIM Act records. Plus the first compliance summer is 2026; refrigeration leaks peak May–September. The first EPA enforcement actions land in 2026 H2.

5. Product sketch (MVP)

  • Service-visit logger: When an HVAC tech does a recharge or repair, they (or the owner) record charge weight, refrigerant type, cylinder ID, and reason in a 90-second WhatsApp/SMS form. ColdLog auto-fills the EPA-required charge log fields.
  • Annual leak-rate calc: Per appliance, ColdLog computes annual leak rate (charge added / full charge × 365/days). Flags any appliance crossing the 20% (small) / 30% (commercial) threshold so the owner can act before the EPA does.
  • 30-day repair clock: When a leak triggers, ColdLog runs the federally-mandated 30-day timer, escalates to the owner at day 21, and auto-files the extension request paperwork if a part is on backorder past 30 days.
  • Audit-pack PDF: Single-tap export. EPA-shaped document with appliance inventory, leak rate per appliance, every charge event with cylinder ID, every leak with timeline, and three years of sensor data summary. Goes straight to inspector or insurer.
  • Refrigerant inventory tracker: Logs cylinder purchases (snap photo of invoice — AI extracts), reconciles purchases against charge events to flag missing/diverted refrigerant (a separate EPA flag).
  • Insurer one-pager: Auto-emailed quarterly. Operator forwards to broker without editing.
  • HVAC-contractor portal: Lets the regular service contractor enter charge events directly via SMS link, no app install. Closes the data gap that wrecks every spreadsheet today.

6. AI angle — what’s load-bearing

AI does three things that change the unit economics:

  1. Sensor anomaly classification. A naive sensor alarms on every airflow burst, kitchen cleanup with chemicals, or door-left-open event. An LLM-driven classifier trained on a few thousand labeled traces (Axiom has shown this approach works on system telemetry; we apply it to point-source A2L sensor traces) suppresses false alarms, raises leak likelihood when a slow cumulative drift correlates with HVAC compressor runtime. Without the AI layer, false alarms train the operator to ignore the SMS — and the product fails.
  2. Charge-event extraction from messy inputs. HVAC techs hate forms. They want to text or voice-note: “Reclaimed 8 lbs 410A from rack 2, charged 12 lbs 454B in walk-in 1, replaced TXV.” LLM parses the message into per-appliance charge events with refrigerant type, weight, action. Saves 5 minutes per visit and dramatically lifts data completeness — the variable that determines whether the audit pack actually defends.
  3. Audit-pack synthesis. When an EPA auditor asks “show me how leak rate was calculated for Cooler 2 from May 2026 to April 2027,” ColdLog regenerates the calc with every contributing event cited, and writes a one-paragraph plain-English summary. Today this is a $1,500–$3,000 consultant engagement; ColdLog finishes it in 30 seconds.

Strip the AI out and ColdLog is a forms-and-storage tool with $20/mo wallet share. With it, the operator pays $79/mo because the alternative is a $57K-per-day fine they can’t model.

7. Localization angle (if any)

US-first. The AIM Act, EPA Section 608, and state add-ons (California CARB, New York DEC, Washington Ecology) are the regulatory surface this product exists to satisfy. None of them have direct international parallels in the buyer’s wallet.

Sequel markets exist:

10. Build complexity — justification

Medium. Three workstreams: (1) sensor + gateway sourcing + firmware (off-the-shelf MSA / Senseair / Innovaer A2L sensors + Particle Boron / Notecard cellular module + ESPHome-style firmware — done); (2) SaaS dashboard + agent layer (Next.js + Supabase + Claude/GPT for the parsing and audit-pack writer); (3) compliance domain layer (encoding the AIM Act calc rules — boring but bounded). Total estimated effort for a 2-person technical team (firmware/embedded + full-stack/AI) = 5–6 months to a credible v1, with first ten paid pilot stores by week 14 if pre-sold during the build.

Not Low: the hardware bill of materials and contract manufacturing for a 1,000-unit run is real ops work and ~$30K capital up front. Not High: nothing in the stack is research-grade, no custom silicon, no novel ML.
