2. Trend signal — why now?

Three things collided in the last 12 months and the floor is now wet.

One — the FCC made AI-voice a per-call legal hazard. Feb 2024 declaratory ruling: any AI-generated voice triggers TCPA’s “artificial voice” rules, so every outbound AI-voice call to a US cell number needs prior express consent (written, for telemarketing). The incumbents are wrong-shaped.

Gryphon.ai is enterprise-only — 250+ employees, custom pricing, Salesloft/Five9/Genesys integrations. Designed for the BPO running predictive dialers, not the agency running 5,000 Bland calls/mo. DNC.com is a bulk-API scrubber for contact centers; you pay for SQL access to lists, not for a packaged audit binder. Blacklist Alliance is the same — Bland already wraps it. Convoso, Call Logic, Five9 assume you’re using their dialer. Compliance.point, ContactCenterCompliance are MSP-style services priced for inbound enterprise.

The 50,000+ small US shops who bought AI voice agents in 2024-2026 don’t fit any of them. They run Retell or Vapi or Bland or Synthflow because that’s what the YouTube tutorials told them to buy. They built outbound flows in five hours over a weekend. They have no consent capture infrastructure, no per-state recording-disclosure rule engine, no DNC scrub before each campaign upload, no audit log a defense attorney can hand a judge, no AI-disclosure injection into the call open, no opt-out database that survives across campaigns and platforms.

The wedge: the voice-AI platforms will never build this — their entire pitch is “ship in an afternoon.” Defensibility is on the operator. VoxLedger is the bolt-on layer the operator buys because the platform refused to.
