2. Trend signal — why now?
The UAE Wage Protection System has existed since 2009, but a December 2025 enforcement upgrade (WPS 2.0) changed the game. MOHRE now flags late or partial salary transfers on a rolling basis with shorter escalation timelines, and — critically — a rejected SIF file counts as non-payment from the regulator’s perspective. Under WPS 2.0, a basic-salary figure even AED 1 below the registered MOHRE contract value triggers full-file rejection; so does a 23-char IBAN that fails its check digit, an expired labour card, or an SCR total that doesn’t equal the sum of the employee rows.
The companies that get hit hardest are micro-firms with no HRMS. 3. The opportunity
There are two existing camps and a gap between them.
Camp A — free SIF generators (TrueBays, sif4wps.com, DocSmith Chrome extension, wps-salary.com, HRX360 one-click). These format whatever you type into a valid-looking .sif. They do not reconcile your figures against the MOHRE establishment record, labour-card expiry, or IBAN check digits. Garbage in, valid-format garbage out — the bank still rejects it because the content is wrong, not the format. Free, commoditised, and they don’t solve the actual failure.
Camp B — full HRMS suites (Bayzat, ZenHR, Zoho Payroll, Paylite). These do reconcile, but they’re AED 5–15/employee/month all-in HR platforms requiring data migration, onboarding, and a switch away from the owner’s Excel workflow. Overkill for a 6-person trading LLC whose accountant runs payroll in one spreadsheet.
The gap: a cheap, zero-migration pre-submission validator that takes the owner’s existing salary Excel + the establishment’s MOHRE contract data and, in two minutes, returns (a) a bank-ready SIF and (b) a red/green checklist of every WPS-2.0 rejection rule, flagging the AED-1 mismatch before it costs AED 4,500 and a work-permit freeze. 7. Localization angle
This is the localization play — it only exists because of a UAE-specific regulatory artifact (the WPS SIF format + MOHRE contract reconciliation + WPS 2.0 enforcement). No global product fits; Gusto/Deel ignore the SIF micro-firm. Low. The SIF is a published, deterministic flat-file spec — the rule engine (IBAN-23 + check digit, SCR checksum, date/filename format, salary-vs-contract delta, card-expiry) is a few hundred lines of boring, testable logic, no ML. The only non-trivial parts are off-the-shelf vision-model document extraction and an LLM spreadsheet-mapper, both standard API calls. No bank integration (the user still uploads to their own bank — we never touch money or submit on their behalf, which also keeps it out of regulated territory). Solo founder ships a credible v1 in 6–8 weeks; the data accuracy/edge-case hardening is where weeks 4–8 go.
