3. The opportunity

Texas just collapsed the most fragmented food-truck permit system in the country (per-city, per-truck, per-year, with $1K–$3K of redundant inspection fees) into a single state license with three tiers. That’s the wedge. After the transition lands, the same product becomes the ongoing inspection-prep + commissary-letter + renewal tracker for the same 19K owners — recurring revenue tail.

4. Target market
