2. Trend signal — why now?
Every scooter rental guide for Bali, Phuket, Samui, Da Nang and Hoi An now carries the same paragraph: film the bike before you ride, because the shop will “find” a scratch at return. The tourist side of this fight is documented to exhaustion. The shop side is not, and that is where the money is. A rental counter in Canggu or Patong runs ten to thirty returns a day in season, and each one is a five-minute argument between a staff member with a paper diagram and a tourist with a phone full of video. Both sides already record evidence. Nobody turns it into a verdict.
Three things changed in the last twelve months.
The video became almost free to read. On 1 September 2026 Google shipped agentic video understanding for Gemini 3.7 Flash, 3.6 Flash and 3.5 Flash-Lite: the model navigates the timeline and inspects only the segments it needs, cutting “analysis costs by up to 66% and token consumption by up to 88%” while “improving accuracy by up to 7%”, at “standard Gemini API token pricing with no additional feature fee”. Gemini 3.8 Flash (2 September 2026) lists at $0.75 per million input tokens through 31 December 2026. A pair of 90-second handheld videos costs under a cent to process. In 2025 this job needed a vision pipeline trained on your own damage set; today it needs a prompt, a damage tariff, and a PDF template.
The enterprise proved it works on two-wheelers, then priced the shop out. Inspektlabs published its motorcycle inspection product on 13 August 2026: guided photo or video capture, “90%+ accuracy”, “report ready in under 2 minutes”, sold to “insurance companies, motorcycle rental operations, fleet operators, and delivery services” with no public price. Ravin, ProovStation and Click-Ins sell the same thing for cars to Avis and Hertz. None of them will onboard a 20-bike shop that books on WhatsApp and takes a 2,000 THB cash deposit.
The aggregators built the evidence rule, but only for their own bookings. Skoot, a Thai scooter booking app with “175+ verified shops” in Phuket alone, holds the deposit in escrow and tells tourists: “If the shop claims damage, they must submit evidence to us within 48 hours. We compare it against your pickup walkaround.” Skoot charges shops “20% of the rental total, deducted at payout”. Byklo, “200+ verified shops across 15+ Thai cities”, makes partners follow a written standard: “Take a continuous 90-second video walkaround at pickup with the shop employee visible in frame.” Both platforms compare photos by hand, and both only touch the minority of rentals that flow through them. The direct-booking majority, which in Bali “is the most WhatsApp-dependent hire market worldwide” according to WorCo, has no referee at all.
The demand base is large and growing. BPS Bali recorded 6,948,754 direct foreign arrivals in 2025, up 9.72%. The head of Perhimpunan Rental Motor (PRM) Bali put the island at “sekitar 15 ribuan lebih” rental businesses. Thailand’s consumer-protection board made car and motorcycle rental a controlled-contract business from 30 December 2025, citing complaints about deposits forfeited “without fault by the renter”, and now requires every contract to “ระบุรายละเอียดเกี่ยวกับค่าใช้จ่าย ค่าปรับ ค่าธรรมเนียม และภาระหนี้ให้ครบถ้วนและโปร่งใส” (itemise costs, penalties, fees and obligations completely and transparently). A published damage tariff plus a neutral condition record is exactly what that rule rewards.
The counter-signal is real and I am not hiding it. Bali’s provincial government tabled a draft regulation on 24 April 2026 that would bar foreign tourists from renting motorbikes, and every DPRD faction “appreciated and supported” it. The same ban was announced in March 2023, drew a 15,000-business backlash from PRM Bali, and died. As of this writing it is still a draft; a sibling draft on tourist transport was rejected by Jakarta on 3 August 2026. Thailand and Vietnam are unaffected. This is a risk flag and a kill criterion, not a reason to skip the cluster.

3. The opportunity
The scratch argument is a two-sided fraud problem with no neutral party. Shops invent damage; tourists deny damage. Every tool on the market takes one side.
- Fleet software (WorCo, MyRental, Rentra, Booqable) sells the shop a booking calendar, a contract and a photo damage map. A human still compares the pickup photos to the bike at return, at the counter, under pressure, with the tourist filming them. WorCo’s own pitch is “Photo check-ins and check-outs eliminate return disputes.” They do not; they move the argument onto a phone screen.
- AI inspection (Inspektlabs, Ravin, ProovStation, Self Inspection) sells the diff engine, but to insurers and airport rental desks on enterprise contracts with no public pricing. Inspektlabs’ August 2026 motorcycle product is the proof that the model can do it; its go-to-market is the proof that a Canggu shop will never be a customer.
- Aggregators (Skoot, Byklo, Bikago, Riderly) referee disputes only for bookings they take a cut of. Skoot’s 20% commission is the price of its escrow. A shop with 800 Google reviews and its own WhatsApp funnel will not hand over a fifth of revenue to get a photo comparison.
Serah is the referee sold to the shop, per month, for its own direct bookings. The tourist films the pickup on their own phone through a link the shop sends on WhatsApp, with staff in frame, exactly as Byklo already tells them to. The model turns that video into a panel-by-panel condition sheet in the tourist’s language and the shop’s language. Both sides sign it on the tourist’s phone. At return the staff films 60 seconds; the model lists only what is new, with side-by-side frames from both videos, a severity grade, and a price pulled from the shop’s published tariff. The PDF is what a Google review reply, a Visa “false damage claim” chargeback, a Tourist Police report and a Skoot 48-hour evidence request all ask for, and today none of them get.
The wedge for the shop is not “catch more damage”. It is “stop losing the argument”. Honest shops lose twice: to tourists who deny real damage, and to tourists who post a scam accusation after paying for real damage. A neutral report that the tourist signed at pickup removes both.
4. Target market
- Primary customer: Owner or counter manager of a scooter rental business with 15–150 bikes in a Southeast Asian tourist hub. Bali (Canggu, Seminyak, Kuta, Ubud, Uluwatu), Thailand (Phuket, Samui, Chiang Mai, Krabi, Pattaya, Pai), Vietnam (Da Nang, Hoi An, Ho Chi Minh City, Hanoi, Ha Giang). Books mostly direct through WhatsApp, Instagram and Google Maps; some volume through Byklo, Skoot or Riderly. Takes cash or card-hold deposits of IDR 200,000–500,000 or THB 2,000–5,000. Monthly revenue in the $2,000–$15,000 band: a 20-bike Bali shop at IDR 100,000 a day and 60% utilisation clears about IDR 36 million ($2,200) a month; a 40-bike Phuket shop at 250 THB clears about 180,000 THB ($5,300).
- Why they buy, in their words: Putu Eriex of VRM Trans, Bali: “Kami tanya tamunya, awalnya tidak mengaku. Tapi, setelah kami tunjukkan video waktu awal sewa, dia baru mengaku. Dia ganti rugi meski tidak penuh, alasannya kehabisan uang.” (We asked the guest; at first they denied it. After we showed the video from the start of the rental they admitted it. They paid, though not in full, saying they had run out of money.) Dewa Semara of Dewa Motor Bali Rental: “Terjadi kecelakaan tidak mau ganti rugi, perpanjangan masa sewa tidak dibayar.” (After an accident they refuse to compensate; extensions go unpaid.) The Byklo partner profiles show the workaround in the wild: Changthai Motorbike Rental Phuket “videos each bike at handover”; Tommy RM Samui “asks renters to film the bike at handover to document existing marks”; K Buddy Bike Chiang Rai is singled out by reviewers for “honest, no-surprise returns”. That last phrase is the product benefit. PRM Bali maintains a “Data Penyewa Bermasalah” (problem-renter database) for members, which tells you the association already treats renter disputes as a shared operational problem.
- Rough TAM reasoning: PRM Bali’s chair counts roughly 15,000 rental businesses on the island; most are micro operators with under ten bikes. Skoot alone lists 175+ shops in Phuket; Byklo lists 200+ across 15 Thai cities; Riderly claims a 30,000-motorbike listing database. Take 3,000–5,000 shops across the three countries with 15+ bikes and a Google Maps presence as the serviceable base, and another 2,000 in the Mediterranean island markets WorCo already serves (Cyprus, Greece) as the later expansion. At a blended $35 a month that is a $2–3M serviceable ARR in SEA.
- Why now for them: Tourists now arrive pre-coached to film and to threaten a chargeback. Aggregators are teaching tourists that a shop without an evidence process is a shop to avoid. Thailand’s controlled-contract rule (30 December 2025) puts the burden of a transparent, itemised penalty schedule on the shop. Bali’s arrivals are up nearly 10% and Astra Motor Bali is actively courting the segment with its “Sobat Rentbike” fleet programme (30 rental points supported by June 2026). The shops are professionalising; the dispute process is the last paper step.
5. Product sketch (MVP)
- Pickup link on WhatsApp. Shop taps “new rental”, enters the plate and the tourist’s number; the tourist gets a link, films a guided 90-second walkaround on their own phone with the staff member in frame. No app install.
- Condition sheet in two languages. Within a minute both sides see a panel-by-panel list of existing marks (left fairing: two scratches under 3 cm; right mirror: scuffed; floorboard: worn) with a still frame per mark, in the tourist’s language and Bahasa or Thai or Vietnamese for the shop. Both tap to sign. Odometer and fuel gauge are read from the video and recorded.
- Return diff. Staff films 60 seconds at return. The model lists only new marks, each with a before-and-after frame pair, a severity grade, and the price from the shop’s own tariff. Nothing pre-existing is chargeable, by construction.
- Tariff and price list. Shop enters its damage price list once (or picks a model-specific default seeded from Byklo-style published norms, e.g. 800–2,000 THB for a scratched panel). Every charge in the report cites a line from it, which is what Thailand’s controlled-contract rule asks for.
- Dispute pack. One tap produces a PDF with both videos’ timestamps, GPS, the signed pickup sheet, the diff and the tariff line, formatted for a Google review reply, a card-issuer chargeback response, a Tourist Police report, or a Skoot/Byklo evidence request.
- Tourist-facing receipt. The tourist gets their copy with a “verified handover” mark and the shop’s name. It is the shop’s marketing artefact and Serah’s acquisition loop: the next shop gets asked for one.
- Problem-renter memory. Cross-rental history per passport number within the shop (abandoned bikes, unpaid extensions), the digital version of PRM Bali’s blacklist, kept private to the shop.
6. AI angle — what’s load-bearing
Remove the model and this is WorCo’s photo damage map: a human still has to compare and argue. The model does the whole job: it reads a shaky handheld video shot by a stranger in tropical light, maps every visible mark to a body panel, normalises two videos shot at different angles days apart, and returns only the delta with evidence frames. Agentic video understanding is what makes that per-rental step cost under a cent instead of a dollar, and what makes a small team able to ship it without training a damage model on their own labelled set. The bilingual sheet and the tariff-cited charge are also generated, not templated: the model writes the sentence a Thai counter clerk and a German tourist both accept.
The accuracy question is the whole bet. False positives (calling old wear new) create the dispute the product exists to end. The validation sprint in section 15 measures precisely that before anyone writes code beyond a prompt.
7. Localization angle (if any)
This is SEA-first by design and the localisation is the product.
- Language: Reports in Bahasa Indonesia, Thai and Vietnamese on the shop side; English, Mandarin, Russian, Hindi, German, French and Korean on the tourist side, matching the top arrival markets for Bali (Australia, India, China) and Phuket (Russia, India, China).
- Channel: WhatsApp in Bali, LINE and WhatsApp in Thailand, Zalo and WhatsApp in Vietnam. No app for the tourist, no app for the shop beyond the messaging thread they already run the business on.
- Payment and pricing: IDR 299,000 / THB 690 / VND 490,000 a month on the starter tier via QRIS, PromptPay and VietQR; card for the aggregator tier.
- Regulatory quirks: Thailand’s controlled-contract rule (in force 30 December 2025) wants itemised fees and penalties; Serah’s tariff-cited charge satisfies it. Vietnam prohibits holding a tourist’s passport as deposit, which pushes shops to card holds and therefore to chargeback exposure. Bali’s draft Perda is the live risk (section 13).
- Distribution: PRM Bali and Keluarga Besar Rental Motor Bali on the Indonesian side; Byklo and Skoot partner networks and the Facebook rental groups on the Thai side; Motorvina and Tigit-tier operators in Da Nang as reference customers.
8. Business model — path to $1M–$5M ARR
- Pricing: Starter $19/mo (up to 15 bikes, 150 handovers), Pro $39/mo (up to 50 bikes, unlimited handovers, dispute packs), Fleet $79/mo (multi-branch, staff seats, API to WorCo/Rentra/MyRental). Aggregator or OEM white-label at $0.25 per handover.
- ACV: Blended $420 across tiers; aggregator deals $10–30K a year each.
- Rough math to $1M ARR: 2,000 shops × $35 × 12 = $840K, plus two aggregator or OEM contracts at $80K combined. Bali plus Thailand plus Vietnam hold the shop count several times over; the constraint is conversion, not universe.
- Rough math to $5M ARR: Requires (a) 6,000 SEA shops, which is most of the 15+ bike segment, (b) the Mediterranean island scooter markets WorCo already validated, and (c) the adjacent self-drive car rental desks in the same towns, which share the pain and pay 2–3× per site. Realistically a $2–3M business on scooters alone, with car rental and white-label as the route beyond.
- Expansion path: Per-handover overage, extra branches, a “verified shop” listing badge sold to aggregators, and a data product: model-specific damage-frequency priors that an insurer or Astra’s Sobat Rentbike programme would pay for.
9. Go-to-market wedge — first 100 customers
- Byklo and Skoot partner lists are public and pre-qualified. Byklo publishes named partner profiles (30 in the blog tag alone, each with fleet size and shop location); Skoot lists 175+ Phuket shops. These operators already film handovers because their platform makes them. Send each a WhatsApp with a 40-second demo of their own bike model going through Serah and a free month. Expect 15–20% to trial and a third of those to pay: 25–35 customers from about 300 messages.
- Google Maps in five towns. Scrape “scooter rental” listings in Canggu, Ubud, Patong, Chaweng and Da Nang; filter for 200+ reviews; read the one-star reviews for “scratch”, “damage”, “deposit”. Message the owner with their own worst review and the reply Serah would have let them post. Roughly 600 shops, 5% conversion to trial after one follow-up: 30 customers.
- Association channel in Bali. PRM Bali and KBRM Bali run member gatherings and already keep a problem-renter list. Offer the association a co-branded “Serah Verified” handover standard and a member rate. One presentation to each yields 20–40 sign-ups if the chair endorses it; zero if not, which is itself a fast signal.
- Astra Motor Bali’s Sobat Rentbike partners. Astra ran a gathering with 30 supported rental points in June 2026 and sells them fleet, servicing and parts. A handover record that flags panel damage feeds their parts business. Pitch a bundled trial to the 30.
- The tourist receipt does the rest. Every handover produces a branded PDF in the tourist’s hands. Tourists rent again in the next town and ask for it. That is the only “viral” mechanic here and it costs nothing.
10. Build complexity — justification
Medium. Off-the-shelf: WhatsApp/LINE/Zalo message links, browser-based video capture, Gemini video-in, a PDF generator and QRIS/PromptPay/VietQR billing. Custom: the panel taxonomy per scooter model (about 30 models cover 90% of SEA rental fleets: Honda Scoopy, Click, PCX, ADV, Vario; Yamaha NMAX, Aerox, Fazzio, Filano; Honda Wave; Yamaha Sirius), the pickup-versus-return matching logic, the prompt and evaluation harness for false-positive control, and the three shop-side languages. A pair ships a usable v1 in 8–10 weeks; the first month goes to accuracy tuning on real footage, not to product.

- Incumbent response: WorCo already lists Thailand, Bali and Vietnam and sells a photo damage map at $29. An AI diff is an obvious next feature for them and for Skoot. Serah’s answer is to integrate rather than compete on the fleet CRM, and to own the tourist-facing receipt they do not have.
- Seasonality and cash: The segment is seasonal and cash-heavy; churn in low season will be real. Annual prepay at a discount and a per-handover tier are the mitigations.
- Market timing: Not too early; Inspektlabs’ August 2026 launch says the models are ready. The risk is being too late if an aggregator makes AI diff a free partner feature within a year.

- Day 3–4: Run the pairs through a prompt-only pipeline; produce the diff report for each. Have the shop’s own staff label every flagged mark as new, old, or wrong. Compute precision and recall per panel; note the failure modes (glare, wet panels, night handovers).
- Day 5: Go if precision is above 90%, false positives on clean returns are under 5%, and at least two of the three shops say they would pay the starter price for it this season. No-go if the model cannot tell wear from damage on the Honda Click’s textured floorboard, or if all three shops say “we already film, that is enough”.
