2. Trend signal — why now?

Three forces collided in the last six months and they all hit the same desk: the small-installer permit coordinator.

The cliff. Section 25D residential ITC expired 31 Dec 2025. For commercial / lease / PPA, projects must begin construction by 4 July 2026 to retain the 30% credit under the four-year safe harbor. Every TPO developer and small commercial installer is now racing to pile-drive paperwork in by July — and a bounced planset costs them the credit.

The bounce rate. Grid operators report >90% of interconnection applications in 2026 contain errors requiring revision. CALSSA’s CPUC complaint pinned PG&E and SCE missing state-mandated timelines up to 73% of the time, and some process steps had compliance rates as low as 18%. NEC 690.8 violations alone account for 30–40% of solar permit rejections.

Vision LLMs got cheap. Multi-modal models can now extract panel/inverter model numbers, line-diagram topology, NEC labels, PE-stamp regions, fire-setback geometry, and rapid-shutdown plans from a 20-page CAD-export PDF for under $0.50/pass. A year ago this was a research project. Now it’s an API call.

EnergyScape pegs the all-in cost of a rejection at $2,000–$5,000 per job once you load in crew rescheduling, customer churn, redesign labor and resubmission fees. A small installer eating 30 rejections a year is leaving $60K–$150K on the floor.

3. The opportunity

A specific gap sits between planset creation (Aurora, Scanifly, OpenSolar, PVComplete) and full-stack permit-as-a-service (PermitFlow, GreenLancer at $1,200–$2,000 each). No one sells the cheap, fast middle layer: “I already have a planset — tell me what the AHJ and utility are going to redline before I hit submit.”

Symbium does compliance checks but it’s an AHJ-side instant-permit experience in 271 onboarded jurisdictions — installers in the other 18,000 AHJs get nothing. Aurora and Scanifly produce plansets but stop at the PDF. PermitFlow does the whole submittal for you at heavy SaaS pricing — overkill for a 5-installer shop doing 8 jobs/month. GreenLancer’s design service is great when you don’t have a planset; useless when you do and just want a sanity check.

The wedge: a lightweight, per-audit SaaS that ingests a planset PDF + utility name + AHJ ZIP, returns a redline in 5 minutes flagging exactly the NEC, fire-code, PE-stamp, label, datasheet-mismatch, line-diagram and utility-portal defects that get plansets bounced. Costs $20–$50 per check or $199–$799/month flat. Pays for itself the first time it catches an $2K rejection.

4. Target market

Rough TAM reasoning: IREC counts 11,177 solar installation businesses in the US. Strip out the 50 top contractors (Sunrun, Freedom Forever, etc., who have in-house engineering) and you’re left with ~11,000 SMB installers. Even at 5% penetration at $300/mo blended that’s $1.98M ARR. At 10% it’s $3.96M.

Why now for them: July 4, 2026 begin-construction deadline. NEC 2026 enforcement expanding (more AHJs adopting). Utilities tightening rejection criteria for trivial format defects. Residential 25D credit gone — every TPO/PPA shop on a sprint.

5. Product sketch (MVP)

Vision-LLM extraction is the spine. The product reads CAD-exported PDFs as if a senior PE were sitting at the desk: it grounds each finding to specific page coordinates, cites the NEC clause or AHJ rule it’s checking against, and explains what to fix. Strip the AI and you have a static checklist PDF — i.e. what already lives free on EnergyScape’s blog and doesn’t sell.

The rules engine on top is hand-built — NEC clauses and AHJ idiosyncrasies are mechanical. The LLM does the unstructured-to-structured work that was impossible at scale 18 months ago.

7. Localization angle (if any)

N/A — this is a US-specific play and the wedge IS the localization. NEC, AHJ idiosyncrasies, IOU interconnection portals (PG&E Rule 21, SCE, NYSERDA NEM 3.0 quirks), state PE-stamp laws — all US-particular. A future cut for Canada (CEC) or Australia (AS/NZS 5033) is plausible but not v1.
