3. The opportunity
Aurora and Solargraf own the design surface. GreenLancer owns outsourced engineering services — pay $500 per drawing, get a PDF back in 24–48 hours. Neither owns the correspondence loop between submission and PTO. That’s where 90% of projects die for weeks at a time.
The wedge: a focused SaaS that does one thing brutally well — closes the loop between an installer’s plan set, their PowerClerk submission, and the utility’s deficiency notice PDF. Pre-flight scrub before submit. Auto-diff when the deficiency notice arrives. Drafts the cover-letter response and the corrected sheet edits. Watches PowerClerk so the installer doesn’t have to log in twice a day.
This is not a design tool. It’s the assistant that sits next to the design tool. Aurora won’t build it because their wedge is design-side seat licenses at $259/mo and they don’t want to be on the hook for utility-specific portal logic. GreenLancer won’t build it because they’re a services business that bills per drawing — software cannibalizes their gross margin.
4. Target market
- Primary customer: US residential solar installer companies with 2–15 employees doing 5–40 installs/month. Owner-operators or ops leads who personally watch PowerClerk. Focus launch on CA IOU territories (PG&E, SCE, SDG&E — biggest deficiency burden), then Texas (Oncor, CenterPoint), then New England + NY.
- Why they buy: Every deficiency cycle = 2–6 weeks added + $800–$1,500 in crew rescheduling/admin overhead per delayed job. At 10 jobs/month with 60–90% deficiency rate, that’s $5K–$13K/month bleeding out and customer-cancellation risk every time.
- Rough TAM: ~10,837 US solar installation businesses (IBISWorld 2025), highly fragmented (no >5% market share). CALSSA alone has 700+ member companies in California. Realistic SAM: ~3,000 installers in CA + TX + NE that do enough volume to feel deficiency pain weekly.
- Why now for them: NEM 3.0 enforcement matured. Customers signed contracts with PTO-trigger payment from lenders (Mosaic, Sungage), meaning installers don’t get paid the back half until PTO clears — which makes deficiency-driven delays a direct hit on cash flow, not just a nuisance.

- PowerClerk watcher — Browser-extension or token-based polling. Alerts the owner on Slack/SMS the moment a deficiency lands, instead of waiting for the email that arrives 6–48 hours late.
- Per-IOU rule library — Codified deficiency patterns for top 5 IOUs (PG&E, SCE, SDG&E, Oncor, ConEd) — the things reviewers actually reject for, tracked over time so the rule library compounds.
- Customer comms snippets — “Your project is in deficiency review at SCE. Here’s the corrected SLD and we expect PTO in X weeks.” Sent in installer’s voice. Saves the relationship.
- Project pipeline view — Single screen showing every submission, days-in-state, who’s blocking. Replaces the spreadsheet the ops lead currently maintains.
6. AI angle — what’s load-bearing
The whole product is AI doing the work the human currently does badly: read a 4-page utility PDF in technical language, cross-reference it against a 30-page plan set + spec sheets + interconnection app, find the exact mismatch, and draft the corrected language.
This is the killer use case for GPT-4-class vision + structured extraction. Without LLMs you’d need a per-utility OCR pipeline plus a hand-coded rule engine — 18 months of work. With Claude or GPT-4 + a thin retrieval layer over the installer’s documents, an MVP is 8–12 weeks. Remove the AI and you’re back to GreenLancer’s services model at $500/drawing — i.e. you don’t have a product.
7. Localization angle (if any)
US-only by design. The wedge is utility-portal-specific knowledge (PowerClerk, GIPT, etc.) and CA + Northeast deficiency patterns. Trying to globalize this is the wrong move — Australia/EU have different interconnection regimes and the moat is the codified per-IOU rule library.
The “localization” here is per-IOU not per-country: launch CA-only (3 IOUs), expand utility-by-utility. Each new IOU is a discrete product expansion with its own customer cohort.
8. Business model — path to $1M–$5M ARR

The hard parts are (a) reliable extraction from utility-specific PDFs across PG&E PowerClerk / SCE GIPT / SDG&E formats — solvable with vision LLMs + per-utility schema templates, ~6–8 weeks; (b) cross-doc consistency checking (plan set ↔ spec sheets ↔ interconnection app) — chunked retrieval + structured-output prompting, ~4 weeks; (c) auto-drafting the response packet in utility-acceptable format — template library + LLM, ~2 weeks; (d) PowerClerk polling — token + scraping, low risk.
