2. Trend signal — why now?
A hard regulatory cliff lands in 91 days (today is 2026-05-13; PPWR core obligations apply from 2026-08-12). Three converging signals make this the right month to launch:

Mandatory EU Authorised Representative for packaging in all 27 member states from 12 August 2026 — and the requirement explicitly carries no exemption for company size or sales volume. “Even the smallest retailers who only occasionally sell abroad will need to appoint an AR for packaging in each EU country.” (Lizenzero). Combined with PPWR Article 24 void-ratio caps (≤50% empty space e-commerce parcels, tightening to ≤40%), the PFAS food-contact ban from the same date, and the country-by-country EPR registration burden (Germany LUCID, France Triman/CITEO, Spain ECOEMBES, Italy CONAI, plus 23 others), every non-EU SMB seller now needs a stack they don’t have.

Amazon is already enforcing EPR registration and forcing non-compliant sellers into “Pay-on-Behalf” (POB) at €25/category/year + €25 setup fee (AVASK Aug 2025). Verbatim from a seller who tried the alternative: “I decided not to proceed with EPR in Spain because third-party service provider charges were ‘extortionate’ and ‘prohibitive to gain a foothold in this marketplace.’” From August 12, 2026, the marketplace-validation obligation in PPWR forces Amazon, Etsy, eBay, and TikTok Shop to suspend or delist any seller without a valid EPR number per country shipped to. Forced POB is the seller’s “easy out” — but POB only covers Amazon channel sales, not Shopify, eBay, or DTC.

The operational pain is documented and unsolved. From the Shopify Community LUCID thread (source): “The problem is Shopify doesn’t track that. It has no clue what packaging you actually used.” … “You’re left manually figuring out which orders went to Germany, what packaging each used, and totaling the weights by material.” … “That’s the point at which I decided to stop shipping to Germany.” Existing tools serve narrow slices: EPR One ($13.99/mo) is Germany-LUCID-only, PPWRcopilot (£49–£199/mo) does void-ratio dossiers for documentation but doesn’t register EPR or appoint AR, and Lizenzero/Ecosistant are consultancy-priced AR services without seller workflow software. No one bundles AR + 27-state EPR + per-SKU void-ratio + PFAS attestation + the proof Amazon needs.

3. The opportunity
Three players currently split this problem badly:
- Country-specific micro-tools — EPR One ($14/mo) does Germany LUCID + dual system reporting cleanly. Solves 1/27 countries. Roadmap promises more but nothing live.
- Documentation generators — PPWRcopilot (£49–£199/mo) outputs PPWR-ready void-space dossiers, material codes, per-country recycling info. Doesn’t actually register you. Doesn’t appoint AR. Caveats every output with “review with legal, compliance and EPR partners.”
- Consultancy AR services — Lizenzero, Ecosistant, Deutsche Recycling, AVASK. Provide AR + registration but priced and packaged for mid/enterprise: per-country quote, sales calls, contracts, manual data entry. Sellers calling them “extortionate” is verbatim.
Then there’s Amazon Pay-on-Behalf — Amazon’s escape hatch. €25 per EPR category per year + €25 setup. Cheap, but: (a) only covers Amazon channel (Shopify, eBay, Etsy, TikTok Shop, DTC orders are uncovered → you still need separate registration → so you end up paying twice), and (b) Amazon collects fees + service margin from your seller account, you have no control over the recycling-fee math, and (c) it doesn’t satisfy the AR appointment obligation that’s distinct from the EPR registration obligation.
The wedge: a flat €89/mo (or $99/mo) Shopify + Amazon + Etsy app that:
- appoints AR in every EU country you actually ship to (white-label partner network — start with 3 partners covering all 27),
- registers your packaging EPR per country and produces the registration numbers Amazon’s compliance dashboard wants,

Lower than 4 country-AR contracts. Higher than EPR One. Same ballpark as PPWRcopilot — but with the actual registration + AR appointment baked in, not just documents.
4. Target market
- Primary customer: Non-EU based DTC brand or marketplace seller doing $50K–$3M/year, of which 5–40% is EU revenue. Headquartered in US, UK (post-Brexit, UK is “third-country” for EU EPR), India, Canada, China dropship. Channels: Shopify + Amazon EU + Etsy + eBay EU + TikTok Shop EU. 1–10 person team. Already shipped at least one parcel into Germany, France, Italy, or Spain — meaning they’ve already gotten the LUCID/Triman/CONAI compliance email or seen the Amazon EPR dashboard alert and don’t know what to do.
- Why they buy: Three triggers, all happening this quarter. (a) Amazon’s compliance dashboard turning yellow/red on EPR per country in May–July 2026; (b) Shopify Community + Etsy seller forums exploding with “I have to comply by August or stop shipping to Germany” panic; (c) marketplace delisting threats post-August 12, 2026. Real seller voice: “That’s the point at which I decided to stop shipping to Germany.” The SMB doesn’t want to lose 25% of their sales over packaging paperwork.
- Rough TAM reasoning: Amazon EU has ~1.2M active third-party sellers. Conservatively 600K are non-EU based (US + UK + China primarily). - Why now for them: August 12, 2026 is 91 days from today. After that date, marketplaces are required to validate seller EPR data — manual review is impossible at scale, so the default action is automated suspension. Amazon’s POB is only Amazon-channel. Sellers serving Shopify + Amazon + Etsy + eBay + TikTok Shop simultaneously need a single source of truth.

6. AI angle — what’s load-bearing
Three places AI is doing real work:

Per-SKU void-ratio scoring from a single product + box photo. Manual void-ratio measurement requires a calliper, math, and time per SKU. A 200-SKU Etsy print shop has neither. A vision LLM (Claude 3.7 Sonnet vision or GPT-4o vision) given the SKU dimensions + box dimensions + photo of packed parcel computes filled volume vs. nominal box volume, scores the Article 24 ratio, and recommends the nearest standardised box size. Without this, the product is “PPWRcopilot but cheaper” — which is worse-not-better.

Packaging material code classification from supplier spec sheets. The Decision 97/129/EC material codes (PAP 21 for cardboard, PP 5 for polypropylene, etc.) are a 60-row taxonomy. Sellers’ packaging suppliers send PDF spec sheets. LLM extracts material composition from the spec PDF, maps to the right code, generates the label artwork.

PFAS attestation orchestration. The Aug 2026 ban requires a “Declaration of Conformity” from each packaging supplier proving food-contact materials are PFAS-free. Most SMB sellers don’t know which of their suppliers ship into the food-contact category. LLM reads the seller’s product catalog, classifies which SKUs are food-contact under PPWR definitions, identifies the relevant supplier chain, drafts the templated request email per supplier, and tracks signature status.
If you remove the AI layer, the product collapses into a sales-led consultancy — same as Lizenzero — and the unit economics break.
7. Localization angle (if any)
This is geographic arbitrage into a regulation, not a localisation play in the traditional sense. The seller is non-EU; the regulation is EU. The “localisation” is on the back-end — country-specific portals (LUCID for DE, ADEME for FR, ECOEMBES for ES, CONAI for IT, EPA for IE, Repak for IE, Sernum/Erion for IT WEEE-adjacent, etc.) — handled by the white-label AR partner network, not exposed to the customer.
User-facing language: English-only at v1. Customer base is anglophone SMB. v2 expansion: German + French interfaces (since some customers are EU-based brands wanting unified compliance across 27 markets too — secondary segment).
8. Business model — path to $1M–$5M ARR
- Pricing: €89/mo flat for the SaaS (or $99/mo). - Pass-through fees: Dual-system licensing fees per material/weight are pass-through to the recycling system at cost (transparent, displayed in the dashboard). We do not mark these up — the moat is software + AR access, not arbitraging the recycling fee.
- ACV: Average customer ships to 3.5 countries → starts on €89 base, ~30% upsell to Pro → blended ARPU €110/mo = €1,320/yr.
- Rough math to $1M ARR: ~700 paying customers × €110/mo × 12 = ~€920K. Achievable if 0.07% of the ~1M obligated non-EU SMBs convert in 18 months.
- Rough math to $5M ARR: ~3,500 paying customers × €115/mo × 12 = ~€4.8M. Requires 0.35% penetration. Plausible if Amazon’s POB pricing rises (reasonable assumption — POB is Amazon’s escape hatch, they raise the cost of escape over time) and if PFAS enforcement scales in 2027.

- Shopify Community + Etsy Community + r/FulfillmentByAmazon DM/comment campaign — same thread-by-thread approach. Three known active threads on LUCID/PPWR pain. Same conversion math should yield ~10 customers.
- Etsy seller directory scrape — Etsy lets you filter shops by country and shipping destination. Pull 5,000 US/UK shops shipping to EU.
