2. Trend signal — why now?

Three things converged in the last 12 months, and they point at the same tedious, liability-heavy task.

First, the pain is loud and quantified. Project engineers spend 50–60% of their time on manual submittal review; a complex submittal takes 4–8 hours; reviewers cross-reference 70-page manufacturer cut sheets against 30–50-page spec sections, checking 30–60 individual data points per submittal. Industry averages put first-pass rejection at 35%, at ~$805 per rejection and 2–4 weeks added to the schedule. The worst sub-category is the “or equal” / substitution request — a spec writer’s own words: “‘Or Equal’ is the most confounding phrase in construction documents… it means something different to everyone.”

Second, long-context document AI got good enough in 2025–2026 to actually read a 70-page cut sheet and a 40-page spec section together and produce a defensible, cited comparison. Vendors already claim 70–80% review-time reduction. This task was not automatable two years ago.

3. The opportunity

The generic submittal-management market is crowded and going to the general contractor: Procore and Autodesk Construction Cloud ($10K–$60K+/yr, priced on annual construction volume), Submittal Exchange, SubmittalLink, plus AI-native entrants (BuildSync, Constructable, Sandspit). They all optimize the routing and extract-and-match case for the GC.

Two gaps they leave wide open:

  1. The hardest task is explicitly out of scope. BuildSync — the AI-native leader — says outright that “submittals involving substitution requests, performance-based project specifications, or characteristics requiring contextual interpretation still need a PE’s eyes and final sign-off.” That’s the “or equal” equivalence verdict: does proposed Product B actually meet every performance criterion the spec demanded of Product A? It’s the most tedious, most disputed, most liability-laden part — and nobody automates it because it’s hard and it carries risk.

  2. The wrong buyer is served. Incumbents sell to the GC. But the party who must legally review the substitution, who bears the liability if the “equal” product fails, and who struggles to get paid for the work is the design professional of record — the architect or engineer who wrote the spec. Under AIA documents, substitution review during construction is an additional service they’re supposed to bill for, and forum after forum shows they can’t get compensated fairly for the hours it eats.

4. Target market

  • Primary customer: The architect or engineer of record who handles submittal and substitution review at a small-to-mid US A/E firm — typically a principal or senior project architect. In firms of 5–50 people this is often one overworked person; in sole/small practices it’s the owner.
  • Why they buy: In their words — reviewing “or equal” requests is “the most confounding phrase in construction documents”; the reminders to “review and approve the submittals” are “quite annoying”; the Procore-side admin is “death by a thousand paper cuts.” They hate the task, it’s slow, and they eat the cost because billing it back as additional services is a fight. A tool that produces the verdict in minutes turns an unbillable time-sink into a fast, billable, defensible deliverable.
  • Rough TAM reasoning: ~19,000 US architecture firms (60% under 5 employees, over a quarter sole practitioners), plus tens of thousands of MEP/structural engineering firms and independent CSI specifiers. Crucially, the product does not pretend to make the final legal judgment — it assembles the evidence and drafts the verdict; the professional signs. That framing is what makes the liability tolerable and the AI genuinely useful rather than reckless.

7. Localization angle (if any)

N/A — this is a US-first play. The wedge is the AIA contract structure (substitution review as an additional service), CSI MasterFormat spec organization, and US “or equal” case law. Those specifics are the moat, not a barrier to localize around. A UK/Canada version exists later (NBS specs, CCDC contracts) but chasing it now would dilute the domain focus that makes v1 credible.

8. Business model — path to $1M–$5M ARR

  • Pricing: Per-firm seat/usage tiers. Solo/small: $149/mo (a handful of substitution reviews/month). Mid firm: $499/mo (unlimited within fair use, multiple reviewers).
