2. Trend signal — why now?

Three things moved in the last twelve months, and they moved in the same direction.

The clocks got shorter and the defaults got worse. TikTok Shop published formal after-sale dispute escalation rules on 25 June 2026 that give sellers a 24-hour evidence submission window on escalated disputes in the US; miss it and the platform decides on the customer’s materials alone, which — in its own published language — results in “an automatic refund issued at the seller’s expense.” In Indonesia the equivalent response window on the return request itself is 48 hours, after which the refund is auto-approved. These are not soft SLAs. They are hard timers with a default verdict attached, and the default is “seller loses.”

The volume exploded underneath those clocks. TikTok Shop’s Southeast Asian GMV doubled to $45.6B in 2025, with Indonesia alone at $13.1B (+111% YoY) across roughly 515,000 shops. TikTok Shop Indonesia is now ~18% of the market at $22.6B GMV, growing 40–55% YoY, against Shopee’s 52% share. More orders through a fixed-size seller back office means more disputes hitting a team that was already answering them by hand, at night, on a phone.

The losses are documented, repeated, and recent. Indonesian consumer-complaint outlet Media Konsumen has published a steady drumbeat of seller letters through 2025–2026 describing the exact same failure: buyer returns an empty box, a swapped item, or an eaten product; seller submits video and photos; claim rejected. A letter dated 16 August 2026 — yesterday — describes a seller hit twice by empty/swapped return packages with a Rp460,000 refund denied on platform-policy grounds. Another from 9 June 2026: seller shipped an iPhone 14, buyer returned a rock, and TikTok Shop rejected the seller’s evidence “dengan alasan terlambat” — on lateness grounds. That is the whole thesis in one headline. The evidence existed. It arrived after the timer.

This is not a “sellers need a camera” problem — that market is already served. It is a “nobody works the claim inside the window” problem.

3. The opportunity

Two categories exist on either side of this problem and neither one closes it.

On the left: packing-video capture. PackProof (Indonesia), TrackVid (India), videopacking.com (from $100/year/station), ECAMPMCS. These record the box being sealed and tag the clip to an order ID. Useful — and increasingly table stakes among larger sellers. But capture is not defense. A recorded video sitting in a folder does not win anything. Every Media Konsumen letter above describes a seller who had the video.

On the right: multichannel ERPs. BigSeller (free), Ginee. They sync inventory across Shopee/Lazada/TikTok Shop and store order data, and BigSeller markets a scan-to-send-image function. They organize evidence. They do not argue.

The gap between them is the actual job: a claim lands at 11pm, and something has to notice it, pull the right artifacts, write the rebuttal in the format that platform’s dispute team accepts, and file it before the timer expires. Today that job belongs to an owner or a two-person CS team who are asleep, or who file the right evidence in the wrong format — the single most common documented failure mode after lateness.

The incumbents on the US side prove sellers pay for exactly this shape. Chargeflow runs success-based pricing on TikTok Shop chargebacks. FBTops charges ~15% on recovered reimbursements. Neither serves Indonesian sellers, neither speaks Bahasa Indonesia, and neither touches SEA after-sales return disputes — a different mechanism from card chargebacks and platform reimbursements entirely.

The 10× is not smarter argumentation. It is never missing the window, and filing in the shape that platform’s reviewer accepts.

4. Target market

  • Primary customer: Owner-operator or CS lead at an Indonesian marketplace seller doing Rp200 juta – Rp5 miliar monthly GMV (~$12K–$300K) across TikTok Shop, Shopee and Tokopedia. 2–25 staff. Physical goods with real unit cost — electronics accessories, cosmetics, apparel, F&B, small appliances. Concentrated in Jabodetabek, Bandung, Surabaya, Semarang.
  • Why they buy: In their own words, from published complaints — the dispute team “memberikan keputusan secara otomatis,” and the rejection reason on a legitimate claim was “terlambat.” They are not losing because their case is weak. They are losing on the clock and on formatting. A seller shipping 3,000 orders/month at a 5–8% return rate with even a fifth of those disputable is looking at 30–50 contestable claims a month; at Rp150–500K average order value that is Rp5–25 juta of monthly margin decided by whether someone was awake.
  • Rough TAM reasoning: ~515,000 TikTok Shop shops in Indonesia alone, plus a larger Shopee seller base (Shopee holds 52% share). The serviceable slice — sellers big enough to feel real money in disputes but too small to staff a night-shift CS desk — is realistically 40,000–80,000 shops. Capturing 500 of them is a $1M+ ARR business. That is the entire ambition.
  • Why now for them: The 24/48-hour windows are new (June 2026), TikTok Shop began pushing return shipping cost onto sellers at up to Rp10,000/transaction from 1 June 2026, and order volume doubled year over year. The same back office now faces more claims, shorter clocks, and a cost they did not previously carry.

5. Product sketch (MVP)

  • Claim watcher — connects to the seller’s TikTok Shop / Shopee / Tokopedia accounts and detects a return request or escalated dispute the moment it appears, with a countdown to that platform’s specific deadline.
  • Evidence assembler — automatically pulls the packing clip, order record, courier tracking, weight-at-pickup and buyer chat history for that order number into one bundle. Ingests from existing packing-video tools rather than replacing them.
  • Rebuttal drafter — writes the seller’s response in Bahasa Indonesia in the structure that platform’s dispute team accepts, keyed to the buyer’s stated return reason (“barang tidak sesuai,” “rusak,” change-of-mind) and citing the specific artifact that contradicts it.
  • One-tap file — seller reviews on WhatsApp or mobile web and approves; the response goes in. Default is a drafted, ready-to-send rebuttal, not a blank box.
  • Escalation clock — hard alerts at T-12h and T-3h to a WhatsApp number, with a nominated fallback approver so a sleeping owner is not the single point of failure.
  • Claim ledger — every dispute, its evidence bundle, the outcome and the money at stake, exportable. Builds the pattern of which buyers, SKUs and couriers generate repeat losses.
  • Appeal drafter — for lost disputes still inside the 21-day appeal window, drafts the appeal citing what the first decision ignored.

6. AI angle — what’s load-bearing

Remove the AI and this collapses into a reminder app — which does not sell, because the seller already knows they have a dispute.

The load-bearing work is threefold. Reading the claim: buyer return reasons arrive as free-text Bahasa Indonesia, often mixed with regional phrasing and slang, and the rebuttal that wins depends entirely on which claim is actually being made. Reading the evidence: vision models now cheaply determine whether a packing clip shows the correct SKU sealed against that order label, and whether the returned-parcel photo shows the same item — this is the exact contested fact in every empty-box case, and it is what “tidak menemukan bukti bahwa barang yang saya kirim adalah barang yang benar” means in practice. Writing the rebuttal: producing a structured, platform-shaped argument in Bahasa Indonesia in under a minute, at 3am, without a human.

That third piece is why this is a 2026 idea and not a 2022 one. A human CS team doing this well costs more than the disputes are worth at this seller size. That is precisely why nobody does it.

7. Localization angle

This is an Indonesia-first play and the localization is the wedge, not decoration.

  • Language: Disputes are argued in Bahasa Indonesia. The US incumbents (Chargeflow, FBTops) are English-only and structurally uninterested in a market where the average claim is worth $15.
  • Platform mix: Shopee 52% share and TikTok Shop 18% — a fundamentally different platform set from the Amazon/Shopify world every existing dispute tool is built against, with different dispute mechanics, different windows and different accepted evidence formats.
  • Pricing: A Rp399,000/month tier works where $99/month does not. Local payment rails — QRIS, bank transfer, GoPay/OVO — are mandatory; a card-only checkout will kill conversion outright.
  • Channel: Indonesian sellers organize in WhatsApp groups and Facebook seller communities, not on Twitter or Product Hunt. Approvals must land on WhatsApp because that is where the owner’s attention already is.
  • Expansion: The same product ports to Vietnam ($7–8B, +150%), Thailand ($10–12B) and the Philippines with new language and platform-rule packs — but Indonesia has to be won first and won properly.

8. Business model — path to $1M–$5M ARR

  • Pricing: Three tiers. Rp399K/mo ($25) up to 40 disputes handled. Rp999K/mo ($62) up to 150 disputes plus appeals. Rp2.5jt/mo (~$155) unlimited plus multi-store and courier-loss claims. Deliberately not pure success-fee at launch — collecting a percentage of recovered funds requires reconciling against platform payouts, which is a month-three problem, not a week-one one. Offer success-fee as an option once payout reconciliation is solid.
  • ACV: ~$450 blended, assuming mix skews to the middle tier.
  • Math to $1M ARR: ~2,200 sellers at $450 blended. Against a serviceable base of 40,000–80,000 shops, that is 3–5% penetration. Achievable but not trivial — this is the number to be honest about.
  • Math to $5M ARR: Requires either Indonesia penetration near 10% (hard) or — more realistically — Vietnam plus Thailand plus Philippines added, and an upsell into courier-loss and platform-reimbursement recovery, which is adjacent, uses the same evidence pipeline, and carries higher ACV. $5M is a 3-year number, not an 18-month one.
  • Expansion path: disputes → appeals → courier loss claims → payout reconciliation → multi-store. ACV roughly triples from entry tier to full stack.
  • Gross margin: Healthy but not software-pure. Vision inference on packing clips is the real COGS. Sampling frames rather than processing full video, and only invoking vision when a claim actually lands, keeps this at 15–25% of revenue.

9. Go-to-market wedge — first 100 customers

  • Mine the complaint trail directly. Media Konsumen’s surat pembaca section is a public, dated, named list of Indonesian sellers who lost a specific dispute for a specific amount. There are dozens across 2025–2026. Every one is a warm lead who has already published their pain. Reach out referencing their case, offer to run the next 30 days of their disputes free. This is the first 20 customers and it costs nothing but time.
  • WhatsApp and Facebook seller communities. Indonesian marketplace sellers run large, active groups (Komunitas Seller Shopee/TikTok and equivalents). Do not spam — post an actual teardown: “here is why the iPhone-14-for-a-rock seller lost, and the three artifacts that would have won it.” Free dispute audits in the comments. Expect 30–40 customers over eight weeks.
  • Partner with the packing-video vendors, don’t fight them. PackProof and similar already sit on the exact evidence this product needs and have the exact customer. They capture; we file. Revenue-share integration turns a competitor-adjacent player into a distribution channel. One good partnership is worth 50+ customers.
  • Enablers and agencies. Indonesian marketplace-management agencies and TikTok Shop enablers run dozens of seller accounts each. One agency signing is 15–40 shops. Target ten agencies with a per-seat deal.
  • Published win-rate content. Once there are 200 real disputes handled, publish the anonymized numbers — win rate by claim type, by platform, by evidence combination. Nobody in this market has that data. It is both SEO and proof.

10. Build complexity — justification

Medium. The AI is off-the-shelf: existing vision and language models handle claim reading, frame checking and Bahasa Indonesia drafting without custom training. WhatsApp Business API and QRIS payments are commodity integrations.

The real work is marketplace connectivity and rule-encoding. TikTok Shop, Shopee and Tokopedia each have Open Platform / Open API programs, but each requires separate developer onboarding, per-platform data models, and — critically — separately maintained knowledge of that platform’s current dispute windows, accepted evidence formats and appeal routes. Those rules change; TikTok Shop shipped at least three material policy changes in the first half of 2026 alone. That maintenance burden is permanent.

Realistic estimate: 14–18 weeks to v1 for two people, launching TikTok Shop Indonesia only. Add Shopee in month 5. Attempting all three platforms at once is the most likely way to ship nothing.

Partial hedge: multi-platform coverage and an evidence ledger that retains standalone value.
  2. Rule drift — ongoing cost. TikTok Shop changed material policy at least three times in H1 2026. Every window, evidence format and appeal route must be actively maintained. Underestimating this turns a software business into an unfunded research desk.
  3. Ethical boundary — must be designed in. A tool that auto-contests every return, including legitimate ones, harms buyers and will eventually attract platform and regulatory attention.   • Day 3–4: Contact 25 Indonesian sellers — every named seller from the Media Konsumen complaint trail plus outreach in two large seller communities. Ask for 60 days of dispute history: how many claims, how many contested, how many won, rupiah at stake. Offer to hand-run their next 10 disputes free.
  • Day 5: Hand-file rebuttals on 10 live disputes personally, in Bahasa Indonesia, inside the window, using whatever evidence the seller already has.
  • Decide go / no-go on: (a) at least 15 of 25 sellers report median monthly disputable exposure above Rp3 juta, and (b) the 10 hand-filed disputes win at a rate at least 20 percentage points above those same sellers’ self-reported baseline. Both conditions, or no build.

The second condition is the falsifiable one. If a human expert filing perfect evidence on time cannot beat the baseline, then no amount of AI will — and the sellers alleging the decisions are automatic were right all along.
