3. The opportunity
Carrier vetting is a $200M+/year SaaS market split among Highway, RMIS (Truckstop), Carrier411, and DAT CarrierWatch. They all do roughly the same thing: pull MC#, CSA, insurance COI, and watchlist data from APIs and databases. They tell you the authority is real. They do not tell you the person calling you back is the legitimate operator of that authority.
That gap is now where most of the loss is. A fraudster only needs to:
- Buy a 6-month-old shell MC# (or hijack a clean one — FMCSA hijacking is up).
- Spoof the FMCSA-listed phone number or email.
- Use a $5/mo voice clone or a Filipino call center to pass any voice “check call.”
- Take the load, broker it on, pocket the rate, vanish.
The Highway-class incumbents will continue to add database signals, but they have a structural blind spot: their unit of work is the carrier profile, not the load tender. A small broker tendering 30 loads/day cannot afford to spend 5 minutes per call doing layered manual verification — and even if they did, the fraudster’s voice clone would still pass.
LoadLock collapses the verification into 30 seconds, places the call outbound to the FMCSA-of-record number (so spoofing fails), runs a randomized challenge-response (face liveness + voice phrase + ID-photo cross-check + background-audio anomaly score), and returns PASS/SUSPECT with a stored recording. It is the layer Highway et al. don’t build because they’re optimising for the carrier profile, not the load moment.
4. Target market
- Primary customer: US freight brokers, 1–15 employees, $2M–$30M annual brokered revenue, tendering 5–60 loads/day. Title that buys: owner/principal or VP Ops. Roughly 20,000 of these in the US (out of ~26,000 total licensed brokers).
- Why they buy: A single double-brokered load costs $20K–$100K, almost always uninsured. One incident = annual subscription paid for a decade. They already pay $129–$2,500/mo for Highway/RMIS/Carrier411 and still get hit because those tools don’t catch the human-layer attack.

5. Product sketch (MVP)

6. AI angle — what’s load-bearing
AI is the entire moat. Three loaded-up models:
- Voice deepfake detection — distinguish a human voice from an ElevenLabs/PlayHT/proprietary clone in <2 seconds, at 95%+ accuracy. This is the load-bearing technical bet. Pindrop and a half-dozen academic models exist; we’d start by integrating the best commercial one and finetune on freight-specific deepfake samples (which we’ll harvest via the failed-attempt corpus).
- Face liveness + ID match — off-the-shelf (Mitek, Onfido, AWS Rekognition Liveness). Solved problem.
- Anomaly + behavioral scoring — call-center background audio, response latency patterns, voice/face mismatch with photo ID, claimed phone vs FMCSA-of-record. This is where pattern data accumulates and the moat compounds.
Strip out the AI and you’re left with manual phone calls, which is exactly the failed status quo. The product literally cannot exist at sub-$5 unit cost without 2025-class deepfake detection becoming cheap enough.
7. Localization angle (if any)
US-only at v1. The wedge is FMCSA-specific (MC# + SAFER + DOT regulatory plumbing). Canada (CTA) is an obvious v2 add — same fraud pattern, same vetting gap, different database. International freight forwarders are a different beast and outside scope.

This is a high-pain, narrow-ICP, social-proof-dependent space. The playbook is concrete and runnable.

Key assumptions to validate (3–5)
- Assumption: A small broker (1–15 ppl) will pay $99–$299/mo for a verification layer on top of their existing Highway/RMIS subscription. How to test: Cold-call/Loom 100 brokers from the fraud-loss list. Get 10 to commit verbally to a paid pilot before you write a line of code.
