SiapJual — legalization navigator for Indonesia’s marketplace sellers
1. One-liner
Tells an Indonesian online seller which permits unblock their store and preps the free filings before suspension hits.
2. Trend signal — why now?
Two regulatory clocks just landed on top of millions of Indonesian online sellers in the same quarter, and neither is optional.
Permendag 19/2026 took effect June 8, 2026 — three weeks ago. It forces Shopee, Tokopedia, Lazada, and TikTok Shop to reject any new seller without an NIB (Nomor Induk Berusaha) and to slap a public “Dalam Proses Legalisasi” label on every unlegalized existing shop. Sellers get a 6-month grace window; miss it and the platform stops all your transactions. That’s not a fine — that’s your storefront going dark with a countdown timer visible to customers.
On top of that, mandatory halal certification for cosmetics and pharma hits October 2026 under BPJPH, joining the F&B halal mandate already live. Indonesian press is literally calling it “kiamat produk UMKM 2026” (the UMKM product apocalypse). The convergence of NIB + SNI + BPOM + Halal is being called the “Triple Crown” of certification by compliance professionals — four different ministries, four different portals, four different document sets.
The pain isn’t the filing — NIB is free on oss.go.id, and SEHATI self-declare halal is free (1.35M subsidized certs for 2025–26). The pain is nobody knows which of the four apply to their specific product, in what order, or what docs each portal demands. Official guidance itself notes that when KBLI codes are “incomplete or mismatched, enterprises cannot proceed through the SIHALAL workflow.” So sellers either freeze, panic-register wrong, or pay a jasa pengurusan Rp99k–Rp5M per permit to a human who does it by hand.
Provenance:
- Signal 1 (Demand): Permendag 19/2026 forces marketplaces to block sellers without NIB after a 6-month grace period; UMKM publicly complaining about cost & confusion (“kiamat UMKM 2026”) — https://www.cnbcindonesia.com/tech/20260610101136-37-741604/syarat-baru-ecommerce-wajib-punya-nib-atau-diblokir-ini-cara-buatnya & https://industri.kontan.co.id/news/wajib-sertifikasi-halal-berlaku-oktober-2026-umkm-soroti-kendala-biaya — 2026-06-10
- Signal 2 (Feasibility): KBLI is a structured taxonomy; OSS/SIHALAL/BPJPH have defined doc workflows; mismatched KBLI is the documented blocker — a product-description → applicable-permit classifier + doc-assembler is buildable on cheap Bahasa LLM inference — https://umkm.go.id/news/vofv7cb1omei09dao4bn8w8h — 2026-06
- Signal 3 (Economic): SEA digital economy >$300B GMV (2025), Indonesia largest contributor, 65M MSMEs; existing paid permit-service market at Rp99k–Rp5M/permit proves willingness-to-pay — https://www.temasek.com.sg/en/news-and-resources/news-room/news/2025/e-conomy-sea-2025-report-aseans-digital-economy-poised-to-surpass-300-billion & https://jasapengurusanpt.com/2025/08/23/jasa-pengurusan-nib-mulai-500-ribuan/ — 2025/2026 Category: Regulatory arbitrage
3. The opportunity
The incumbents here are human permit agencies (jasa pengurusan) and the government portals themselves. The agencies charge Rp99k–Rp5M per permit, do it manually, are slow, and have zero interest in telling a seller “actually you only need 2 of these 4 — here’s how to do them free yourself.” The government portals (OSS, SIHALAL) are free but assume you already know your KBLI code, your risk tier, and which certifications your product triggers — the exact knowledge the seller doesn’t have.
The gap: a self-serve, Bahasa-first navigator that does the diagnosis and the paperwork prep the agencies gatekeep, at a price a micro-seller can pay monthly. Type in (or photograph) your product, and it tells you: NIB? Yes — here’s your KBLI code. SNI? No, your category is exempt. Halal? Yes, and you qualify for free SEHATI self-declare — here’s the pre-filled dossier. Then it tracks your “Dalam Proses Legalisasi” countdown across each marketplace and nags you to the finish line. We’re not replacing the free portals — we’re the layer that makes them usable and tells you which ones you can skip.
4. Target market
- Primary customer: Indonesian micro/small online sellers (UMK) on Shopee / Tokopedia / Lazada / TikTok Shop — typically 1-person or family-run, ≤ Rp500M annual revenue, selling food, cosmetics, apparel, homewares. The seller who just saw “Dalam Proses Legalisasi” appear on their shop and doesn’t know what to do.
- Why they buy: “My store will be blocked in X months and I don’t understand what NIB / halal / SNI even apply to me, and the jasa guy wants Rp2 juta per permit.” They buy to make the scarlet-letter label and the countdown go away — cheaply, without a consultant.
- Rough TAM reasoning: Indonesia has ~65M MSMEs; a large and growing share sell online across the four major platforms (tens of millions of active seller accounts). Even capturing the sliver of actively-suspended-or-soon-to-be sellers who’ll pay to get unblocked is a multi-million-customer pool. We don’t need 1%.
- Why now for them: The 6-month grace clock started ticking June 2026 for the first cohort; halal cosmetics/pharma mandate lands October 2026. The urgency has a literal date attached, displayed publicly on their own storefront.
5. Product sketch (MVP)
- Product diagnosis: Seller types a product name/description or uploads a photo; app returns the exact set of permits that apply (NIB + correct KBLI code, SNI yes/no, BPOM yes/no, Halal yes/no with SEHATI-eligibility check).
- “What you can skip” view: Explicitly tells the seller which of the Triple Crown they do not need — the single most valuable and most gatekept piece of knowledge.
- Free-filing walkthrough: Step-by-step, Bahasa-first guided flow for the free government portals (OSS for NIB, SIHALAL/SEHATI for halal self-declare), with the correct KBLI pre-selected so SIHALAL doesn’t reject them.
- Document packet assembler: Generates the dossier each portal expects (self-declare halal statement, product/ingredient lists, KBLI-matched business profile) from the seller’s inputs.
- Suspension countdown tracker: Pulls/records each marketplace’s grace deadline and shows a single “days until your store goes dark” clock per platform, with progress against each required permit.
- Status nudges over WhatsApp: Reminders (“BPJPH needs your ingredient list — 41 days left”) pushed where Indonesian sellers actually live.
- Escalation handoff (later): For sellers who genuinely need a paid permit (regular-route halal, SNI lab test), a vetted-agency marketplace handoff — a referral revenue line, not the core.
6. AI angle — what’s load-bearing
Remove the AI and the product collapses into a static checklist that’s wrong for two-thirds of sellers. The load-bearing work is classification under ambiguity: mapping a messy, free-text or photographed product (“sambal homemade botol”, “serum wajah racikan”) onto (a) the correct KBLI code, (b) which of NIB/SNI/BPOM/Halal it triggers, and (c) whether the seller qualifies for the free self-declare path vs. a paid audit. That’s exactly the judgment a Rp2M consultant sells and a static form can’t do. A Bahasa LLM also drafts the portal-specific dossiers from the seller’s plain-language answers. The countdown tracker and WhatsApp nudges are plumbing; the diagnosis is the product, and the diagnosis is AI.
7. Localization angle (if any)
This is the localization play — it is unbuildable as a generic global product. Bahasa Indonesia throughout; KBLI taxonomy, OSS-RBA risk tiers, SIHALAL/SEHATI workflow, BPJPH halal rules, and Permendag 19/2026 marketplace mechanics are all Indonesia-specific. Distribution is WhatsApp-first because that’s where UMKM operate. Pricing must work at Rp-micro scale (a $49/mo tool is dead on arrival; Rp49k–149k/mo is the lane). The regulatory specificity that makes it un-generic is also the moat: a foreign SaaS can’t parachute in.
8. Business model — path to $1M–$5M ARR
- Pricing: Freemium. Free diagnosis (“here’s what you need”) to hook; paid tier Rp79k/mo (~$5) unlocks the guided filing flows, document assembler, multi-marketplace countdown, and WhatsApp nudges. One-time “get-me-unblocked” pass at Rp149k for sellers who want it done once, not subscribed.
- ACV:
Rp600k–900k/yr per paying seller ($38–56), blending monthly subs and one-time passes; plus referral fees on paid-permit handoffs. - Rough math to $1M ARR: ~$1M ÷ ~$45 ACV ≈ ~22,000 paying sellers. Against tens of millions of online sellers under an active suspension mandate, that’s a low-single-digit-percent of just the actively-panicking cohort.
- Rough math to $5M ARR: ~110,000 paying sellers, or a smaller base plus a healthy referral take from agency handoffs and an expansion into renewals/annual-compliance upkeep (halal certs expire; KBLI changes as sellers add products). Reaching it needs strong WhatsApp/marketplace-community virality and at least one platform or association partnership.
- Expansion path: Annual re-certification reminders, multi-product sellers (each new SKU re-runs the diagnosis), graduation from UMK to small-PT (more KBLI codes, paid permits), and the agency-referral marketplace.
9. Go-to-market wedge — first 100 customers
- Marketplace seller communities: Indonesian sellers cluster in massive Facebook Groups, Telegram channels, and WhatsApp groups per platform (“Seller Shopee Indonesia”, TikTok Shop seller communities). Post the free diagnosis tool (“cek 30 detik: toko kamu butuh izin apa?”) where the panic is loudest right now. The “Dalam Proses Legalisasi” label is brand-new and scary — content writes itself.
- TikTok/Reels how-to virality: A 45-second “your store will be blocked — here’s the 1 permit you actually need (and the 2 you can skip free)” clip targets exactly the fear with a concrete payoff. UMKM compliance content is trending in Bahasa right now; ride it.
- Pendamping & cooperative partnerships: BPJPH halal pendamping and UMKM cooperatives are already overwhelmed hand-holding sellers; give them the tool as a force-multiplier and rev-share. (Note: this is seller-facing and Permendag-triggered — distinct from a pendamping-facing halal dossier tool.)
- Jasa-agency referral inversion: The very agencies charging Rp2M/permit can refer the simple, free-path sellers to us (whom they don’t want anyway) and take referral credit, while we feed them the genuinely paid cases. Aligned incentives, not competition.
10. Build complexity — justification
Medium. The hard parts are (a) building and maintaining an accurate KBLI → permit-applicability knowledge base across four ministries’ rules, and (b) the LLM classifier that maps messy product inputs to that base reliably enough to trust. The portals are filed by the seller themselves (we prep/guide, not auto-submit), so there’s no fragile government-API integration to maintain at launch. Standard web + WhatsApp Business API + off-the-shelf Bahasa LLM. A 2–3 person team (one with real Indonesian compliance domain knowledge) ships a credible v1 in ~3–4 months; the regulatory knowledge base is the long pole, not the code.
11. Gating checklist
| Gate | Pass? | Note |
|---|---|---|
| Legal in target market | ✅ | Helping sellers comply with their own government’s rules; we guide free official filings. Avoid impersonating govt portals. |
| Ethical — no harm / dark patterns | ✅ | Pro-compliance, anti-confusion. Must be honest about free paths, not upsell unneeded permits. |
| Market exists (evidence above) | ✅ | Hard mandate + public deadline + existing paid permit market. |
| 1–5 person team can build this | ✅ | 2–3 people, ~3–4 months. |
| Launchable with <$50K / ₹40L | ✅ | Web + WhatsApp + LLM inference; main cost is compliance-research labor. |
All five pass.
12. Feasibility score
| Axis | Weight | Score | Notes |
|---|---|---|---|
| Problem intensity | 20 | 17/20 | Hair-on-fire: public “Dalam Proses Legalisasi” label + hard suspension clock + halal “kiamat” headlines. Loss of storefront = loss of livelihood. |
| Demand evidence | 15 | 12/15 | Multiple signals: mandate, media panic, existing Rp99k–Rp5M paid permit market. Slight discount: most demand inferred from the mandate, not yet from a proven self-serve seller paying us. |
| Build feasibility | 15 | 11/15 | Code is standard; the regulatory knowledge base + reliable classifier is real work and must stay current as rules shift. |
| Distribution clarity | 15 | 11/15 | Named WhatsApp/FB/Telegram seller communities, fear-driven, fresh — but conversion of free-diagnosis → paid is unproven and price-sensitive. |
| Revenue mechanics | 15 | 11/15 | Pricing benchmarked below jasa agencies; ACV thin per seller, so needs volume + referral line. Math works but leans on reach. |
| Time to first revenue | 10 | 8/10 | One-time “unblock me” pass can convert within weeks of launch; the deadline creates urgency to pay now. |
| Defensibility | 10 | 6/10 | Moat is the maintained regulatory knowledge base + community trust + accumulating product→permit classification data. Copyable, but staying current is real ongoing work. |
| Total | 100 | 76/100 |
13. Qualitative modifiers
Founder-fit tags
domain-expertise-required (Indonesian UMKM compliance / OSS / BPJPH knowledge is non-negotiable) · technical-heavy (classifier reliability)
Key assumptions to validate (3–5)
- Assumption: Sellers will pay Rp79k/mo (or Rp149k once) for diagnosis + guided free filing, not just want the free filing itself. How to test: Put up the free diagnosis tool, gate the guided filing behind a Rp149k paywall, measure conversion across 200 seller-community visitors.
- Assumption: The LLM can map messy real product inputs to correct KBLI + permit set accurately enough to trust (low false-”you’re exempt” rate). How to test: Have a compliance expert grade the classifier on 300 real seller products; require >90% on permit-applicability.
- Assumption: The “Dalam Proses Legalisasi” fear is strong enough to drive action now, not procrastination until month 5. How to test: A/B the countdown framing in WhatsApp nudges; measure filing-completion rate vs. a no-countdown control.
- Assumption: Marketplaces won’t ship an in-app legalization wizard that makes us redundant. How to test: Monitor Shopee/Tokopedia/TikTok seller-center roadmaps; track whether their “assist with OSS” obligation becomes a full guided flow.
Risk flags
- Platform-builds-it-themselves risk: Permendag obliges marketplaces to “assist sellers in obtaining licensing.” If Shopee/Tokopedia build a great native wizard, our wedge narrows. Counter: cross-marketplace coverage + halal/SNI depth they won’t prioritize.
- Regulatory-drift risk: KBLI codes, SEHATI eligibility, and grace-period mechanics will change; a stale knowledge base gives wrong advice and destroys trust. The maintenance burden is the business, not a side cost.
- Thin-ACV / price-sensitivity risk: Micro-sellers are extremely price-sensitive; if conversion or referral economics are weak, $45 ACV makes the volume math punishing. Mitigate with the agency-referral line and annual-renewal stickiness.
14. Structured verdict
Score: 76/100
Verdict: GO
Confidence: Medium
Best-fit builder: Indonesian founder/team with real OSS/BPJPH compliance domain knowledge + one strong product engineer
Time to revenue: 6–10 weeks (one-time "unblock me" pass converts on urgency)
Capital to launch: ₹8–20 lakh / $10–25K (mostly compliance-research labor + LLM inference)
Top 3 assumptions to validate first:
1. Free-diagnosis → paid-filing conversion at Rp79k/Rp149k — gate it and measure on 200 community visitors
2. Classifier accuracy on permit-applicability — expert-grade 300 real products, require >90%
3. Countdown-fear drives action now — A/B WhatsApp nudge framing, measure completion rate
Kill criteria:
- Abandon if free-diagnosis → paid conversion < 3% after reaching 1,000 community sellers
- Abandon if a major marketplace ships a full native multi-permit legalization wizard covering halal+SNI before our v1
- Abandon if classifier permit-applicability accuracy can't clear 90% expert-graded (wrong advice = liability + lost trust)
15. Next step — 1-week validation sprint
- Day 1–2: Build the free-diagnosis tool only — product input → “you need NIB (KBLI xxxx), halal via free SEHATI, you can skip SNI/BPOM.” Hand-curate the rules for the top 10 UMKM product categories (sambal, kerupuk, skincare racikan, fashion, etc.). No filing flow yet.
- Day 3–4: Drop it into 3 large Indonesian seller WhatsApp/FB/Telegram groups with the hook “cek 30 detik — toko kamu kena blokir gak?”. Behind a Rp149k “siapkan dokumen saya sekarang” button (Stripe/Xendit), capture intent-to-pay.
- Day 5: Decide go/no-go. Go if ≥ 50 sellers run the diagnosis and ≥ 5 hit the paywall / pre-pay the Rp149k pass within 48 hours of posting. That’s a falsifiable demand signal — real Rupiah, not “looks useful.”
