2. Trend signal — why now?

Indonesia made halal certification mandatory for all food, beverage and slaughter MSME products from October 17, 2026 — active market enforcement (delisting, fines, license suspension) starts October 18. That is a hard, dated wall roughly four months out as I write this. To clear it, the government is handing out 1.35 million free self-declare certificates in 2026 through the SEHATI program, processed by an army of 115,450 registered P3H facilitators (Pendamping Proses Produk Halal) working through the official SIHALAL portal.

Here’s the part that makes this a business and not a charity: the facilitator gets paid Rp150,000 per completed certificate by BPJPH. A facilitator who pushes ~70 files a month clears Rp10M ($600) — a real income in Indonesia. Their earnings are pure throughput. And throughput is exactly what’s broken: the documented #1 failure mode is incomplete or wrong bill-of-materials (ingredient) documentation, and academic field studies on SEHATI implementation cite “limited digital literacy, uneven halal knowledge” at the MSME level as the thing that “delay[s] certification completion and increase[s] facilitation workload.” The facilitator eats that workload by hand, in SIHALAL + spreadsheets + WhatsApp. No commercial tool surfaced for them in any search.

3. The opportunity

The whole self-declare system was designed assuming the facilitator absorbs all the friction. The MSME owner just hands over a messy reality — a photo of a seasoning sachet, a half-remembered ingredient list in Bahasa or a regional language, a stall instead of a “facility.” The facilitator’s job is to turn that into a structured SIHALAL submission: product list, full ingredient/BOM breakdown, each ingredient traced to a halal source or flagged, a production process flowchart, an SJPH (halal assurance) statement — and to make the single highest-stakes call: is this product genuinely self-declare-eligible (all ingredients confirmed-halal, simple process) or does a “gray-area” derivative ingredient secretly require a paid LPH lab audit? Get that wrong and the file bounces — lost time, no Rp150k.

There is no incumbent serving the facilitator. SIHALAL is a government data-entry portal, not a copilot. The “competition” is a manual, error-prone, copy-paste workflow. An AI-first tool that (a) reads the ingredient evidence, (b) classifies every ingredient against the public halal positive/negative lists, (c) screams when a gray-area ingredient kills self-declare eligibility, and (d) auto-drafts the document pack — collapses a 60–90 minute file to 10–15 minutes. For a piece-rate worker, that’s not a nicety. That’s a 2–4× raise.

Remove the AI and there’s no product.
