2. Trend signal — why now?

Indonesia made halal certification mandatory for food & beverage products. After two postponements the hard enforcement date for MSMEs is 17 October 2026 — five months out as of this writing. The government is funneling micro and small enterprises (turnover < Rp 1 billion/yr) into a free “self-declare” route through the SIHALAL portal: the business operator declares the product halal, and a registered Pendamping Proses Produk Halal (P3H) facilitator verifies and validates the declaration.

The bottleneck isn’t the certificate fee (free for micro). It’s the paperwork and the judgement call inside it. SIHALAL is a dumb data-collection form — confirmed: no AI, no ingredient intelligence. The applicant must submit a material list, a halal processing-flow, an SJPH (halal assurance system) write-up, and correctly identify the halal-critical points (titik kritis) — flavorings, emulsifiers, animal-derived ingredients — that disqualify a product from the free self-declare scheme and push it into the paid regular audit. Get a critical point wrong and the application is rejected, forcing the operator onto the expensive regular route.

The people doing this work are the P3H. BPJPH opened 10,000 freelance P3H slots in 2025 and disbursed Rp 81 billion in incentives to P3H and LP3H institutions. A P3H earns Rp 150,000 per certificate issued and processes 30–70 MSMEs/month by hand. There is no productivity software built for them — they grind every product manually.

3. The opportunity

The whole country is being pushed through a single workflow — self-declare on SIHALAL — and the workflow is done by hand by a per-certificate-paid workforce that has no tools. The incumbent is the manual process itself: a P3H sits with an MSME owner, reads the ingredient list off the packaging, decides ingredient-by-ingredient whether each is clearly halal, clearly haram, or a titik kritis needing tracing, judges whether the product even qualifies for the free scheme, then types the material list / production flow / SJPH narrative into SIHALAL.

That’s a 1–2 hour grind per product, and the most error-prone part — critical-point judgement — is exactly where AI is strongest now.   • Why they buy: “Each P3H earns Rp 150,000 per certificate; a productive one does 30–70 MSMEs a month.” Their income is throughput-limited and their output is gated by manual document prep.
