2. Trend signal — why now?
Three things moved in the last 12 months, all pointing at the same pain.
First, the rules tightened. From 1 April 2026, GST authorities increased system-based reconciliation, document verification, and return-matching on refund claims (taxguru). More automated matching = more refunds that trip an error code and freeze instead of paying out. The IGST refund FAQ itself was re-issued by ICEGATE in April 2026 (icegate.gov.in PDF).
Second, the failure surface is structural and stable. An IGST export refund only pays out when four separate systems agree — ICEGATE (customs), GSTN (your GSTR-1 Table 6A), the EGM filed by your shipping line, and PFMS/bank account validation. Any one mismatch and “the system doesn’t just slow down — it stops, generates an error code, and waits for you to notice” (winvesta). The error codes are a fixed, knowable set — SB000, SB001, SB003, SB005, SB006 — each with a different, multi-step fix.
Third, the workaround is brutal and manual. Fixing an SB005 (invoice/GSTIN mismatch) means a Table 9A amendment, waiting 48–72h for the next GSTN transmission cycle, then for older bills a physical request letter to the AC (IGST Refunds), a Shipping-Bill-wise Concordance Table, and a ₹1,000-per-SB TR-challan (chennaicustoms PDF). The statutory clock is 60 days from LEO; clean refunds land in 2–4 weeks, but a stuck one sits in limbo for months with working capital frozen.
This is a hair-on-fire, recurring, money-on-the-table problem — and the 2026 reconciliation tightening just widened it.

3. The opportunity
The GST software market sells you tools to file cleanly so the refund never gets stuck. IRIS, ClearTax, GimBooks, Razorpay — all prevention. But prevention assumes you’re already a customer before the export, and even clean filers trip mismatches (a ₹1 IGST rounding difference, a port code typo, a shipping line that’s slow on the EGM). When the refund is stuck — which is the moment of maximum pain and maximum willingness to pay — the exporter is alone with a cryptic error code and a 40-page customs PDF.
The incumbents are wrong-shaped for this. A ₹3-lakh/year GST suite is a planning tool; it doesn’t sit on ICEGATE and tell a panicked exporter “your SB005 is a GSTIN mismatch on three invoices, here’s the exact Table 9A amendment and the concordance table you file at the AC.” CAs do this manually and charge per case. 4. Target market
- Primary customer: Owner or accounts head of an MSME goods exporter in India — IEC-holding, GST-registered, ₹2–50 Cr annual export turnover, exporting on payment of IGST (not under LUT). Concentrated in export clusters: Tiruppur (textiles), Surat (gems/textiles), Moradabad (handicrafts), Jaipur, Ludhiana, Morbi (tiles), pharma in Hyderabad/Ahmedabad. Secondary buyer: the export-specialist CA / consultant who handles 20–200 such exporters and currently does this forensically by hand.
- Why they buy: “My refund’s been stuck for four months, customs shows an error code I don’t understand, my CA is slow, and ₹8 lakh of my working capital is frozen.” It’s their cash, already earned, sitting in a government limbo because of a one-character mismatch.
- Rough TAM reasoning: India has lakhs of active IEC holders; a large share export goods on IGST and file refund claims every shipping bill. Even a conservative few-hundred-thousand active goods exporters, with a meaningful fraction hitting a stuck refund each year, is a deep pool. 6. AI angle — what’s load-bearing
AI is doing the forensic reading and the drafting. The hard part of this problem is that the error signal is buried — a status scroll, a Table 6A export, EGM data, bank validation state — and the fix depends on which mismatch, on which invoice field, by how much. An LLM that ingests the ICEGATE status + GSTR-1 data, reconciles invoice-by-invoice (number, date, port code, taxable value, IGST amount, GSTIN), pinpoints the exact failing field, and then drafts the precise rectification document for that error code is the product. Remove the AI and you’re back to a CA squinting at PDFs for two hours per case — which is exactly the status quo we’re displacing. The error-code taxonomy is the rules layer; the AI is the diagnosis-and-draft layer that makes it self-serve.
7. Localization angle
This is the localization play — it’s unbuildable outside India. ICEGATE, GSTN Table 6A, EGM, PFMS, SB-error codes, the AC-rectification bureaucracy, the ₹1,000-per-SB challan are all India-customs-specific. Pricing is rupee-native (₹999–4,999/mo or per-case), distribution is WhatsApp + regional export-cluster CAs + vernacular (Tamil for Tiruppur, Gujarati for Surat/Morbi). A generic global tax tool cannot touch this; the regulatory specificity is the wedge and part of the moat.
