CreditChase — vendor-filing chaser for Indian GST filers
1. One-liner
Auto-calls and WhatsApps your non-filing GST suppliers in their language until they file, unlocking your blocked ITC.
2. Trend signal — why now?
From 1 April 2026, the Invoice Management System (IMS) is mandatory for every regular GST-registered taxpayer who files GSTR-3B, and the soft warning on Input Tax Credit (ITC) mismatch became a hard block. If your GSTR-3B claims more ITC than your GSTR-2B shows — because a supplier filed GSTR-1 late, with errors, or not at all — the portal will not let you file. The credit on tax you already paid in good faith is frozen until that supplier acts (taxgarden, smartgst, cleartax advisory).
The only remedy when an invoice isn’t in your GSTR-2B is blunt: chase the supplier in writing to file GSTR-1 before your deadline. Miss the Section 16(4) window and the credit is gone for good (caclubindia 2026 playbook). Accountants describe the monthly cycle plainly: “Every month the fifteenth approaches, GSTR-2B drops, and the panic begins — purchase registers not matching, suppliers delaying filings” (aiaccountant). Micro-enterprises already burn ~28.6 hours/month on GST work (nowgoingviral MSME report 2026).
Meanwhile, multilingual voice AI (ElevenLabs, Vapi) and the mature WhatsApp Business API now make it cheap to call and message 40 small vendors in Hindi, Tamil, or Gujarati — the languages those vendors actually answer in. The GST reconciliation software market is $1.5B (2024) heading to $4.2B by 2033 at 15.2% CAGR, with ~1.5 crore GST-registered MSMEs (verifiedmarketreports, govt data).
Provenance:

3. The opportunity
Incumbents (ClearTax, Zoho, Tally, GSTHero) sell reconciliation dashboards — they tell you which invoices are missing. ClearTax Compliance Cloud even bolts on “vendor alerts.” But those are enterprise/CA-firm suites that surface an exception list and fire a generic email. They stop at “here’s the problem.” Nobody does the collections labor: actually getting the small vendor to file.
That last mile is where the money is stuck. The vendor is a tiny supplier who doesn’t read GST portal emails, ignores in-app alerts, and only responds to a phone call or a WhatsApp in their own language. Today a junior accountant manually phones 30 vendors before the 14th. That’s the 2-hour-task-collapsed-to-2-minutes wedge.
CreditChase is not another reconciliation tool. It’s an AI collections agent pointed at your suppliers’ filing behavior. Upload the purchase register, it isolates non-filers, then auto-dials and WhatsApps each one — in Hindi/Tamil/Gujarati/Marathi — with “Invoice #1234 for ₹X is not in your GSTR-1; please file before the 11th or we hold the GST portion,” repeating until they confirm or the deadline passes. The MSME sees a live board of who filed, who’s stalling, and exactly how much ITC is unlocked.
4. Target market
- Primary customer: Indian MSMEs, ₹50L–₹15Cr annual turnover, 20–200 inward invoices/month, books in Tally or Excel, run by the owner plus one part-time accountant or an external CA. Also: small/mid CA firms (5–40 GST clients) who do this chasing on their clients’ behalf.
- Why they buy: “Supplier delays derail my carefully prepared return; ITC gets blocked, cash flow hurts.” With the April 2026 hard block, an un-filed vendor invoice = real frozen cash, not a paperwork nag. They’ll pay to not lose ₹40K of credit and to stop the monthly phone marathon.
- Rough TAM reasoning: ~1.5 crore GST-registered MSMEs; even the slice that is mid-sized enough to have a meaningful vendor base and feel the block — call it a few lakh businesses plus tens of thousands of CA firms — is far more than a sub-$5M ARR play needs.
- Why now for them: April 2026 flipped the warning into a wall. Pre-2026 a mismatch was deferrable annoyance; now it physically stops the GSTR-3B filing and freezes cash.
5. Product sketch (MVP)
- Import purchase register from Tally / Excel / Busy (CSV or connector) and pull GSTR-2B to flag invoices the supplier hasn’t filed.
- Generate a supplier-wise “non-filer” list with exact invoice numbers, amounts, and ITC at risk, ranked by rupees frozen.
- One-tap launch of an AI WhatsApp + voice campaign per vendor, in the vendor’s language, with a polite escalating cadence (gentle → firm → “we’ll hold the GST portion”).
- Live tracking board: chased / acknowledged / filed / ignored, with the ITC unlocked counter ticking up.
- Auto-log every contact as a written record (mirrors the portal’s “communication with taxpayer” facility) for audit defense.
- Deadline countdown to the 11th (GSTR-1) and 14th (IMS action) with a “still-frozen ₹” alert.
- Pre-built “hold the GST portion” message templates citing the MSMED 45-day rule for leverage.
- CA-firm mode: one dashboard across all clients, bulk-launch chases.
6. AI angle — what’s load-bearing
Two AI jobs, both load-bearing:
- Multilingual voice + chat agent that conducts the chase. Not a canned blast — it calls a vendor in Tamil, understands “I’ll file next week,” logs the commitment, and follows up on that date. Strip the AI out and you’re back to a human dialing 30 numbers; the product disappears.
- Matching + prioritization. Reconciling messy purchase registers against GSTR-2B (typos in GSTIN, date mismatches, credit notes) and ranking vendors by rupees-at-risk-vs-deadline is fuzzy work the AI handles. A dumb diff produces noise; the value is “chase these 6 first, in this order.”
The reconciliation incumbents have item 2. Nobody has item 1 aimed at the supplier in vernacular voice. That’s the wedge.
7. Localization angle
This is India-native by construction, not bolted on:
- Language: vendors answer in Hindi, Tamil, Telugu, Gujarati, Marathi — not English email. Voice/WhatsApp in-language is the whole point.
- Channel: WhatsApp is the business OS for Indian MSMEs; voice calls land where portal emails die.
- Pricing: a ₹999–₹2,999/mo tier works where a $49 global SaaS price never reaches this wallet.
- Regulation as the product: the entire need exists because of GST IMS + the April 2026 hard block and Section 16(4) timing. Deep India GST domain knowledge is the moat ingredient.
A generic global “AR follow-up” tool cannot serve this — the trigger is a specific Indian tax mechanic.
8. Business model — path to $1M–$5M ARR
- Pricing: MSME tier ₹1,499/mo (up to ~50 vendor chases/mo); Pro ₹2,999/mo (unlimited + voice). CA-firm tier ₹6,000–₹15,000/mo by client count. Usage add-on for voice-minutes beyond plan.
- ACV: ~₹24K (MSME blended) to ~₹1.2L (CA firm).
- To $1M ARR (~₹8.3Cr): ~3,500 MSMEs at ₹2,000/mo ≈ ₹8.4Cr — or a mix weighted toward CA firms (each firm = many seats of value) gets there with ~1,000 firm accounts. Reachable.
- To $5M ARR: lean into CA firms as the distribution multiplier (one firm onboards 30 clients), plus expand to TDS/26AS and MSMED 45-day payment-tracking chases. ~5,000 firm accounts or ~20,000 MSMEs blended.
- Expansion path: add adjacent chase workflows — TDS/26AS mismatches, e-invoice (IRN) gaps, MSMED 45-day overdue-payment nudges (flip the chase: chase your customers). Same AI agent, more reasons to call.
9. Go-to-market wedge — first 100 customers
- CAClubIndia + GST practitioner forums: the exact audience is already posting “supplier didn’t file, ITC blocked.” Answer the threads with a free “non-filer finder” tool; convert. ~50k active practitioners.
- CA firms as resellers: cold-call/WhatsApp 300 small CA firms (listed in ICAI directories + local practitioner WhatsApp groups) offering a 2-week pilot on their messiest 5 clients. One firm = many downstream MSMEs. Target 5% pilot-to-paid.
- Tally ecosystem partners: ~25,000 Tally partners sell/support MSMEs. Recruit a handful as channel — they already have the customer trust and the Tally data export.
- WhatsApp groups for traders/MSME associations (city-level trade bodies, FIEO/CII MSME chapters) — vernacular demo videos of the bot chasing a vendor convert because the pain is universal and the demo is visceral.
- Seasonal hook: run a “don’t lose ITC before the 14th” campaign 7 days before each monthly deadline — the moment of maximum pain.
First 100: realistically 60 via CA-firm pilots + 40 direct from forums/trade groups inside one quarter.
10. Build complexity — justification
Medium. Off-the-shelf: WhatsApp Business API, voice agent stack (Vapi/ElevenLabs + Indian-language ASR/TTS), GSTR-2B fetch via GSP/Sandbox APIs, Tally/CSV import. Custom work: the reconciliation-matching logic against messy registers, the multilingual chase-cadence agent that tracks per-vendor commitments, and the live ITC-unlocked tracker. A pair can ship a credible v1 in ~10–14 weeks; the GST plumbing (GSP onboarding, IMS quirks) is the main time sink, not the AI.
11. Gating checklist
| Gate | Pass? | Note |
|---|---|---|
| Legal in target market | ✅ | Chasing your own suppliers to file is standard practice; messaging needs WhatsApp opt-in/consent handling. |
| Ethical — no harm / dark patterns | ✅ | Polite, factual filing reminders; no harassment cadence. Must rate-limit and respect opt-out. |
| Market exists (evidence above) | ✅ | Mandatory IMS, hard ITC block, active forum pain, large software market. |
| 1–5 person team can build this | ✅ | Pair in ~3 months on off-the-shelf APIs. |
| Launchable with <$50K / ₹40L | ✅ | APIs + GSP fees + voice minutes; well under cap. |
12. Feasibility score
| Axis | Weight | Score | Notes |
|---|---|---|---|
| Problem intensity | 20 | 17/20 | Hard ITC block = frozen cash, felt monthly, hair-on-fire from April 2026. |
| Demand evidence | 15 | 12/15 | Strong forum complaints, mandatory regulation, large/growing software spend; direct WTP for this exact product still to be proven. |
| Build feasibility | 15 | 12/15 | Mostly off-the-shelf; GSP onboarding + multilingual voice cadence are the real work. |
| Distribution clarity | 15 | 11/15 | Clear channels (CA firms, forums, Tally partners) but firm-reseller conversion uncertain. |
| Revenue mechanics | 15 | 12/15 | Pricing fits Indian wallets; CA-firm multiplier credible; churn/conversion are guesses. |
| Time to first revenue | 10 | 8/10 | Deadline-driven urgency = fast pilots; revenue plausible in 4–8 weeks of launch. |
| Defensibility | 10 | 4/10 | Incumbents own reconciliation and could add vernacular chasing; moat is GST-domain depth + CA-firm relationships, not tech. |
| Total | 100 | 76/100 |
13. Qualitative modifiers
Founder-fit tags
sales-heavy · domain-expertise-required — needs a founder who can win CA-firm trust and who genuinely understands GST IMS/Section 16(4) mechanics. Technical lift is moderate.
Key assumptions to validate (3–5)
- Assumption: MSMEs/CA firms will pay ₹1.5K–₹3K/mo for chasing labor specifically (vs. tolerating it inside their existing reconciliation tool). How to test: 30 in-person/Zoom interviews with CA firms; pre-sell 10 pilots at real price.
- Assumption: Small vendors actually respond to an AI WhatsApp/voice chase and file faster. How to test: Run a manual-Wizard-of-Oz chase on 50 real non-filer vendors for 3 pilot clients; measure filing-lift vs. baseline.
- Assumption: GSTR-2B/GSP data access is obtainable and stable enough for a small team. How to test: Onboard with one GSP, pull live GSTR-2B for a test GSTIN within 2 weeks.
- Assumption: CA firms will resell rather than treat it as competition to their billable hours. How to test: Pitch 20 firms; gauge reseller vs. threat reaction.
Risk flags
- Platform dependency: WhatsApp Business API policy on automated/outbound messaging — aggressive cadence could trigger template rejections or bans. Mitigate with compliant templates + opt-in.
- Incumbent encroachment: ClearTax/Zoho already have reconciliation + vendor-alert hooks; they could ship vernacular voice chasing. Speed + CA-firm lock-in is the only defense.
- Regulatory timing: GSTN could soften the hard block or change IMS mechanics, blunting urgency. Monitor advisories; diversify into MSMED 45-day and TDS chases to de-risk single-mechanic dependence.
14. Structured verdict
Score: 76/100
Verdict: GO
Confidence: Medium
Best-fit builder: Sales-led founder with GST/CA domain depth + a technical co-founder for GSP + voice plumbing
Time to revenue: 6–10 weeks (deadline-driven pilots)
Capital to launch: ₹6–12 lakh ($7–14K)
Top 3 assumptions to validate first:
1. WTP for chasing-as-a-service at ₹1.5–3K/mo — 30 CA-firm interviews + 10 pre-sold pilots
2. AI chase actually lifts vendor filing rate — Wizard-of-Oz on 50 non-filers across 3 clients
3. CA firms resell rather than see it as a threat — pitch 20 firms, measure reaction
Kill criteria:
- Abandon if <20% of 30 CA firms show real interest or no pilot pre-sells at price
- Abandon if AI chase lifts vendor filing rate by <15% vs. baseline in Wizard-of-Oz test
- Abandon if GSTN materially softens the April 2026 hard ITC block before launch
15. Next step — 1-week validation sprint
- Day 1–2: Build a no-code “non-filer finder” — upload purchase register CSV, manually diff against a sample GSTR-2B, output the ranked frozen-ITC list. Post it free on CAClubIndia + 3 GST practitioner WhatsApp groups.
- Day 3–4: Pick 3 friendly CA firms; manually run a real WhatsApp+call chase on their non-filer vendors (Wizard-of-Oz, founder dials). Track filed-vs-ignored and the rupees unlocked.
- Day 5: Decide go/no-go on a falsifiable bar: ≥15% lift in vendor filing rate vs. the firms’ normal month, AND ≥3 of 10 pitched firms verbally commit to a paid pilot at ₹1.5K+/mo. Miss either → no-go or rework.
