Freight fraud went from a nuisance to what Overdrive literally calls a “fraud apocalypse.” The numbers stopped being abstract in 2026:

  • A 2026 Overdrive owner-operator survey found 28% had been hit by simple double-brokering (paid a reduced rate while a fraudster pocketed the difference) and 23% were stiffed entirely by both brokers on a load. That’s not a tail risk — that’s a coin-flip over a few years of hauling.
  • On Feb 26, 2026, Senator Todd Young introduced the SAFER Transport Act, a federal bill explicitly aimed at “fictitious pickups, double brokering scams, and hostage loads.” When Congress writes a bill named after your problem, the problem is mainstream.
  • Seasoned MC numbers — authorities aged and onboarded with big brokers — are openly sold on Facebook for up to $30,000 because they’re the raw material for fraud. The identity layer of trucking is actively being counterfeited.

The decision an owner-operator makes — “do I haul this load?” — happens in a 90-second window while a dispatcher pushes “book it now.” They’re supposed to cross-check SAFER, verify the email domain, confirm the surety bond, and Google the broker. Almost nobody does all four under pressure. The tooling that does exist is sold to brokers, not to the trucker who actually eats the loss.

3. The opportunity

The gap is who the existing tools serve. Carrier Assure, Highway (formerly Truckstop’s RMIS/Credit), and Descartes MyCarrierPortal all vet carriers — and they’re paid for by brokers, because the broker underwrites the risk of hiring a bad carrier. DAT and Truckstop show a broker credit score next to a load posting. Driveline runs broker credit checks.

But the fraud has moved past all of that. The credit score on DAT tells you the real broker pays its bills. It tells you nothing when a fraudster spoofs that real broker’s name, sends a rate confirmation from a Gmail look-alike domain, and books your truck against an identity they bought for $30K. A clean A-rated broker score is exactly what the fraudster is hiding behind.

What no one sells to the owner-operator is a single pre-booking screen on the actual artifact they’re handed: the rate confirmation. The rate-con has the tells — broker name, MC#, the email domain it arrived from, the phone number, the rate, the BOL carrier name, the payment terms. A focused tool can parse that document, cross-reference it against FMCSA SAFER, the broker’s real registered domain and phone, surety-bond status, and an accumulating database of known-bad identities and double-broker patterns — and return a go/no-go before the trucker signs. Incumbents do “is this company creditworthy.” The 10× move is “is the person emailing you right now actually that company, and is this load what it claims to be.”

  • Primary customer: US single-truck owner-operators and small fleets (2–10 trucks) that source loads off DAT/Truckstop or take direct broker calls, with no in-house compliance or dispatch staff. The owner is the driver, the dispatcher, and the accountant.

Remove the AI and this is not a product — it’s a checklist. The load-bearing work is parsing the chaos. Rate confirmations are not a standard format: every broker’s looks different, they arrive as PDFs, photos, forwarded email threads, screenshots from a phone. An LLM with vision reliably extracts broker name, MC#, sending domain, phone, rate, lane, and BOL party from that mess in seconds — something rules-based parsers have failed at for a decade, which is exactly why no one built this before.

AI also does the reasoning over signals: a Gmail domain alone is weak (small legit brokers use them); a Gmail domain plus a rate 40% over market plus a BOL naming a different carrier is a near-certain double-broker. The model weighs the combination and writes the plain-English explanation a tired driver will actually read. That synthesis — turning five weak, ambiguous signals into one confident verdict with reasons — is the product.

7. Localization angle (if any)

N/A — this is a US-only play. Freight fraud, FMCSA SAFER, MC numbers, the surety-bond regime, and double-brokering under 49 CFR Part 371 are specific to the US interstate trucking system. The wedge is the depth of US regulatory and fraud-pattern knowledge, not geographic breadth. A future Canada cut exists, but it’s a different filing system, not a translation.
