2. Trend signal — why now?
The rules changed this month. From 1 July 2026, all export incentives under RoDTEP and MEIS are auto-verified against a firm’s GST returns (GSTR-1 and GSTR-3B) before any money is disbursed. The reimbursement engine now cross-checks shipping bills, invoice values and tax paid directly against filings — and a mismatch (you claimed ₹10L, GSTR-1 shows ₹8L) means the claim is auto-rejected unless reconciled within 15 days. This bolts onto an already-brittle IGST-refund pipeline where the same field-level mismatches (error codes SB001, SB005, SB006) have stranded exporter refunds for years — refunds that are supposed to clear in 60 days routinely sit past that when a single invoice number, port code or FOB value disagrees between ICEGATE and GSTR-1 Table 6A.
The money at stake is not small: cumulative RoDTEP disbursement crossed ₹57,976 crore by March 2025, and the government stood up a ₹25,060 crore Export Promotion Mission in late 2025 as the umbrella for these incentives. Meanwhile the plumbing finally went digital — the RoDTEP↔GST auto-verification and the 2025 HUID-style API mandates mean the data an exporter needs to check is now machine-readable on both ICEGATE and the GST portal. The pain got sharper, the deadline got shorter, and the data finally became checkable — all inside 12 months.

3. The opportunity
Every export refund in India depends on three documents agreeing with each other to the character: the shipping bill filed on ICEGATE, the export invoice declared in GSTR-1 Table 6A, and — for incentives — the RoDTEP claim attached to the shipping bill. Three separate systems, three separate data-entry moments, often three separate people (the exporter’s clerk, the CHA/customs broker, the accountant). When any field drifts — an invoice number typed INV-0912 in one place and INV/0912 in another, an FOB value rounded differently, a port code fat-fingered — the automated matcher rejects and the money stops.
Today the “solution” is reactive and manual: the refund fails, the exporter (or their CA) notices weeks later that nothing hit the bank, decodes the error code, and files a correction via GSTR-1 Table 9A, then waits another 48–72h transmission cycle. The new 1-July regime makes this worse by adding a 15-day reconciliation clock with hard auto-rejection at the end.
Nobody owns the seam. GST reconciliation software checks GSTR-1 vs GSTR-3B vs 2B (ITC world). Payment fintechs like Skydo handle FIRC/BRC. Cargo software handles the shipment. No one does the three-way pre-submission match between the shipping bill, GSTR-1 Table 6A and the RoDTEP claim, then hands a small exporter a plain-language “fix this before it rejects” list. That gap — plus a fresh regulatory deadline that turns a chronic annoyance into a cash-flow emergency — is the opportunity.
4. Target market
- Primary customer: Owner or accounts head at a small/mid Indian merchant-exporter or manufacturer-exporter — 20–500 shipping bills a year, ₹2–50 crore export turnover, 1–3 people in accounts, usually leaning on an external CA or customs broker. Think engineering goods, textiles, handicrafts, chemicals, agri-processed, gems-adjacent — the long tail across Tirupur, Ludhiana, Moradabad, Surat, Jaipur, Coimbatore.
- Why they buy (their words): “My IGST refund has been stuck for two months and I don’t even know why.” “One wrong invoice number and the whole scroll fails.” “My CA finds the mismatch after it’s already rejected.” Refunds and RoDTEP are real cash — often 1–5% of FOB plus the full IGST — and a stuck refund is a working-capital hole for a thin-margin exporter.
- Rough TAM reasoning: India has on the order of 100k+ active goods exporters with an IEC filing regularly; the serviceable slice — small/mid exporters who feel refund pain and aren’t big enough for an in-house trade-finance team — is plausibly 30k–60k firms. Even 1% penetration at a modest ₹ tier clears a bootstrap-attractive ARR. Layer in CA and customs-broker firms as resellers/multi-client operators and the effective reach multiplies.
- Why now for them: The 1-July auto-verification + 15-day clock means a mismatch that used to just delay cash now forfeits the incentive if missed. That converts “annoying” into “I need a system that catches this before I file.”
5. Product sketch (MVP)
- Three-way match dashboard: pull the exporter’s shipping-bill data, GSTR-1 Table 6A export invoices, and RoDTEP claim lines; line them up per invoice and flag every field that disagrees (invoice no., date, FOB/taxable value, IGST, GSTIN, port code, HSN).
- Pre-file check: before GSTR-1 is filed or the shipping bill is finalized, run the match and produce a red/amber/green list — “these 3 invoices will fail; here’s the exact field and the exact correction.”
- Plain-language fix instructions: for each mismatch, the specific remedy (e.g. “amend invoice via GSTR-1 Table 9A, expect 48–72h resync”) — in Hindi/English, written for a clerk, not a tax lawyer.
- 15-day countdown tracker: for any claim already flagged by the RoDTEP engine, a timer + checklist so nothing crosses the auto-reject deadline unnoticed.
- Refund-status watch: monitor which shipping bills have generated a refund scroll vs. which are silently stuck, so exporters stop discovering failures by accident.
- Document ingestion: upload a shipping-bill PDF / invoice / ICEGATE export and it parses the fields — no manual re-keying.
- CA/broker multi-client view: one login, many exporter clients, a single queue of “who has a mismatch this week.”
6. AI angle — what’s load-bearing
AI does the reading and the reconciling, not decoration. Shipping bills, commercial invoices and portal exports arrive as messy PDFs and inconsistent CSVs; document AI / OCR + LLM field extraction normalizes them into comparable records — this is the part a rules-only tool chokes on. The fuzzy-match layer is the core: INV-0912 vs INV/0912, Rs 4,50,000 vs 450000.00, transposed port codes, date-format drift — an LLM-assisted matcher decides “same invoice, value mismatch” vs “genuinely different,” which naive string equality gets wrong constantly. And the explanation layer turns a cryptic SB001 into “your shipping-bill invoice number has a slash the GSTR-1 one doesn’t — here’s the Table 9A amendment.” Remove the AI and you’re back to a CA squinting at two spreadsheets for three hours — which is exactly the status quo we’re replacing.
7. Localization angle
This is India-only by construction — it lives entirely inside ICEGATE, the GST portal, RoDTEP and DGFT. That’s the moat, not a limitation: the value is encoded local regulatory knowledge (error-code taxonomy, Table 6A/9A mechanics, RoDTEP HS-code rate caps, the 15-day clock). Pricing is India-native: a ₹999–₹4,999/mo tool works where a $49/mo generic export SaaS would be both too expensive and useless (it doesn’t know Indian rules). Distribution is India-native too: CA networks, EEPC/FIEO export-promotion councils, customs brokers, and vernacular (Hindi/Gujarati/Tamil) fix instructions for tier-2 accounts clerks. A generic global “export compliance” tool cannot touch this without rebuilding the entire Indian rule set.
8. Business model — path to $1M–$5M ARR

- Export-promotion council channels: EEPC India, FIEO, AEPC, GJEPC run member webinars and WhatsApp groups obsessed with RoDTEP/refund updates. Offer a free “1-July auto-verify readiness check” webinar → funnel members into a free mismatch scan.
- Cold outreach to visibly-stuck exporters: the refund-stuck complaint threads and CAclubindia/TaxGuru comment sections are full of named, dated pain (“my refund’s stuck on SB005”). - Customs brokers (CHAs): they file the shipping bills and eat the blame for mismatches — a natural referral partner and a second reseller channel.
10. Build complexity — justification
Medium. Off-the-shelf: document AI/OCR + LLM extraction, standard web stack, the matching logic. The custom work is the Indian rule encoding — the error-code taxonomy, RoDTEP HS-code rate caps, GSTR-1 Table 6A/9A field semantics, and reliable data ingestion from ICEGATE/GST-portal exports (partly manual upload in v1; API/GSP integration later). No custom models, no hardware, no regulatory approval to launch. A technical founder with a trade/GST-savvy co-founder or advisor ships a credible v1 in ~10–14 weeks; the rule set deepens continuously after.
