2. Trend signal — why now?

Packaging Extended Producer Responsibility (EPR) flipped from “future law” to “file or get fined” in the first half of 2026 — on both sides of the Atlantic, at the same time.

  • EU: The Packaging and Packaging Waste Regulation (PPWR) entered into force 11 Feb 2025 and starts to apply 12 August 2026, with no small-business exemption. Every brand selling into a country must register in that country’s EPR scheme — “not just your primary market. Every one.” Germany fines up to €200,000 per violation; marketplaces de-list unregistered sellers.
  • US: State packaging EPR laws moved “from concept to compliance” in 2026. Six states faced a packaging EPR reporting deadline on 31 May 2026. Penalties run $50,000/day in California, $25,000/day in Oregon, $20,000/day in Colorado. Reporting is granular: “You cannot simply report ‘a pouch’ — reporting requires a component-level breakdown of everything that makes up that pack.”
  • Marketplace enforcement: Amazon required WEEE numbers by 31 Dec 2025 and packaging numbers by 31 Mar 2026; sellers who miss it are auto-enrolled in “Pay on Behalf” (EPR fees plus an Amazon service fee) or de-listed.

The recurring pain isn’t getting a registration number (incumbents sell that for €17–399/yr). It’s the annual data declaration: mapping every SKU to its packaging components, each component’s material and weight, against each jurisdiction’s taxonomy. Industry sources say this data prep “can take between three and six months” and that “many companies don’t keep detailed information about the specs of the packaging.”

EPR compliance has two halves. Half one — registration: get a number in each country/state. Solved, cheap, commoditized (ecosistant, Lovat, EU Compliance Partner). Half two — the annual declaration: the audited, component-level, per-material tonnage report that you owe every year, in every jurisdiction, forever. This half is where the 3–6 months and the consultant invoices go.

The incumbents that own half one barely touch half two — they hand you a registration number and a spreadsheet template and wish you luck. The data-management consultancies that do own half two (Ecoveritas, Reverse Logistics Group, the Big-4 ESG desks) price for mid-market and enterprise, sell projects not products, and chase suppliers by email for weeks.

The gap: a self-serve product that takes what a small brand already has — packaging spec PDFs, supplier emails, a few photos, and a Shopify/Amazon sales export — and produces the component-level BOM and the filled-in declaration for each jurisdiction. A 10× collapse: months of cross-team spreadsheet archaeology into an afternoon of reviewing and approving AI-extracted line items.

  • Primary customer: Owner/operator or ops lead at a consumer-goods brand doing $1M–$30M revenue — beauty, supplements, food & bev, pet, apparel-with-packaging — selling DTC + on Amazon, shipping into multiple US states and/or several EU countries, with 50–2,000 SKUs and no dedicated compliance hire.
  • Why they buy (their words): “The legal jargon is dense, the registration processes differ by country, and staying compliant feels overwhelming and time-consuming.” “You cannot simply report ‘a pouch.’” “Data preparation can take between three and six months.” They buy because a missed filing means a per-day fine or an Amazon de-listing that kills their channel overnight.
  • Rough TAM reasoning: Hundreds of thousands of brands sell into the EU and the 7+ US states with live packaging EPR. Even the subset that is (a) multi-jurisdiction and (b) too small for a compliance team is well into the tens of thousands. We need ~2,000 paying to hit $1M ARR.

6. AI angle — what’s load-bearing

The whole product is the extraction-and-mapping engine. A multimodal model reads inconsistent, unstructured inputs — a supplier’s PDF spec, a forwarded email saying “the new mailer is 40gsm kraft,” a photo of a pouch — and resolves them into structured component records, then maps each to a different material taxonomy per jurisdiction. Remove the AI and you’re back to the consultant chasing suppliers by email for three months, which is exactly the status quo we’re displacing. The taxonomy-mapping and the over/under-report sanity check are reasoning tasks, not form-filling.

7. Localization angle (if any)

Not localization in the language sense — it’s jurisdiction-multiplexing, which is the moat. The same brand owes filings in California, Oregon, Germany, and France, each with its own material categories, formats, and PRO. The product’s value scales with how many regimes it covers correctly. Start with the live, high-fine ones (CA, OR, CO + Germany/France/PPWR), expand jurisdiction-by-jurisdiction. Each new regime added is leverage on every existing customer.
