1. One-liner

2. Trend signal — why now?

Certificates of insurance (COIs) are the unglamorous plumbing of US commercial insurance: a contractor can’t get on a job site, a tenant can’t sign a lease, a vendor can’t onboard until their agency issues one. There are 400M+ COIs issued annually in the US (IA Magazine, Feb 2026). Every one is produced by an account manager at an independent agency, by hand, in 2–4 minutes, against a request that usually arrives as an unstructured email or a forwarded PDF with someone else’s required-language attached.

Two things changed in the last 12 months. First, the incumbents all piled onto the receiving side — Certificial, Built, Billy, SmartCompliance, bcs all sell COI tracking to general contractors and property owners who collect certs from their vendors. That side is now crowded and funded. The issuing side — the agency that actually generates the cert and carries the E&O liability if it’s wrong — is still manual. Second, models got good enough in 2025 to reliably read a messy cert request, pull the matching policy declarations and endorsements, and answer the only question that matters: does this policy actually grant the additional-insured / waiver-of-subrogation / primary-&-non-contributory language this requester is demanding?

That question is where the money and the risk sit. IA Magazine: “False or misleading certificate information has historically contributed to a large share of agent E&O claims.” The same article calls the manual workflow the reason “it’s impossible to run a profitable business while account managers stand idle waiting to process certificates.” Construction COIs get rejected 45–55% of the time on first submission for errors or missing info — pure rework. This is a hair-on-fire, recurring, every-single-day pain with a documented liability tail, and the AI capability to fix it only became dependable in the last year.

3. The opportunity

The COI software market split into the wrong half. Everyone built tracking — the dashboard the receiver (GC, landlord, franchisor) uses to chase expired certs from vendors. Certificial, Built, Billy, bcs, SmartCompliance all live there. Nobody built a serious issuance tool for the agency that produces the cert, because the boring part (typing names into an ACORD 25) looked too trivial to charge for.

They missed the actual hard part. The risk isn’t the typing — it’s the judgment: when a request demands “Additional Insured per CG 20 10 04 13, Waiver of Subrogation, Primary & Non-Contributory,” can the agency truthfully certify that? Many agents assume a blanket AI endorsement gives them “carte blanche authority to issue those Certificates. That simply is not true” (Axis Insurance). Issue the cert anyway and you’ve created an E&O claim the day the requester relies on coverage the policy never granted.

The 10× play: an AI that ingests the cert request and the underlying policy (dec pages + endorsement schedule), and produces a ready-to-send ACORD 25 plus a one-line verdict per requested clause — backed / not backed / needs endorsement — with the specific endorsement form number as proof. It collapses a 2–4 minute manual task to ~15 seconds and removes the single biggest source of agency E&O claims. The agency management systems (AMS360, EZLynx, Applied Epic) generate the form but don’t read the policy and don’t tell you if the language is honest. That’s the gap.

4. Target market

  • Primary customer: Independent insurance agencies in the US writing commercial lines — specifically the 1–25-employee agencies (the “Main Street” segment) where the same account managers who service policies also crank out certs. Sweet spot: agencies issuing 1,000–10,000 COIs/year.
  • Why they buy: “We have an account manager who basically does certs all day and it’s not billable. And every cert is a lawsuit waiting to happen if we get the additional-insured language wrong.” They feel both the labor cost ($27K–$90K/yr per FTE doing this) and the liability dread.
  • Rough TAM reasoning: ~36,000 independent agencies in the US (IIABA member estimates). Even a narrow commercial-focused slice of ~10,000 agencies × $300/mo = ~$36M ARR ceiling on the core product alone, before carrier or wholesaler channels. Plenty for a sub-$5M target.
  • Why now for them: Hard commercial market + staffing shortage means agencies can’t hire their way out of cert volume, and carriers are tightening E&O scrutiny. The cost of not automating finally exceeds the discomfort of adopting a new tool.

5. Product sketch (MVP)

  • Forward-an-email inbox: agency forwards (or auto-routes) the incoming cert request; CertCleared parses the holder, requested clauses, project/job reference, and required form editions.
  • Policy ingestion: upload or sync the dec pages + endorsement schedule for the insured; the system extracts which AI/WOS/P&NC endorsements are actually on the policy.
  • Clause-by-clause verdict: each requested item marked Backed (with the exact endorsement form #), Not Backed, or Needs Endorsement — the E&O-defense artifact.
  • Ready-to-send ACORD 25 / 28 draft, pre-filled, matching the requester’s required language where the policy supports it.
  • Flag-and-hold queue: anything Not Backed routes to a human before issuance, with a templated “we need an endorsement / can’t certify this” reply.
  • Audit log per cert: what was requested, what the policy showed, what was issued, who approved — timestamped, exportable for the E&O file.
  • Bulk mode: drop a renewal batch, regenerate all holder certs against the renewed policy in one pass.

6. AI angle — what’s load-bearing

Remove the AI and there is no product — you’re back to an account manager reading a 40-page policy and a messy email and making a judgment call. AI is doing three things no rules engine can: (1) parsing wildly inconsistent, unstructured cert requests (every GC’s required-language attachment looks different); (2) reading the policy’s endorsement schedule and forms to determine what coverage is actually granted, including matching form editions (CG 20 10 04 13 ≠ CG 20 10 10 01); (3) reconciling the two and producing a defensible Backed/Not-Backed verdict with the form number as evidence. The “draft an ACORD form” part is trivial; the policy-vs-request reconciliation is the entire moat and it’s pure language understanding.

7. Localization angle (if any)

N/A — this is a US-only play by design. The COI, the ACORD forms, the additional-insured endorsement library (ISO CG 20 series), and the E&O liability regime are all US-specific. Localization isn’t the wedge; the wedge is depth on US commercial-lines endorsement language. (A UK “evidence of cover” or India analog would be a different product with a different form library — out of scope.)

8. Business model — path to $1M–$5M ARR

  • Pricing: Tiered SaaS by agency size / cert volume. Starter $199/mo (up to ~150 certs/mo), Pro $399/mo (up to ~600), Agency $799/mo (unlimited + multi-user + audit export). Land on volume relief, expand on the E&O-defense story.
  • ACV: ~$4,800/yr blended.
  • Rough math to $1M ARR: ~210 agencies on the $399 tier × 12 = ~$1M. That’s <1% of commercial-focused independent agencies.
  • Rough math to $5M ARR: ~1,050 agencies blended, OR land a wholesaler/cluster/aggregator (e.g. a network like SIAA or a large wholesaler) that resells to its member agencies — one channel deal can carry hundreds of seats.

9. Go-to-market wedge — first 100 customers

  • The AMS user groups & forums. AMS360, EZLynx, and Applied Epic each have active user communities and Facebook groups where account managers vent daily about cert volume. Show up with a 90-second Loom: “paste the request, paste the dec pages, watch it tell you what’s actually backed.” Cert pain is universal there.
  • Cluster/network channel. Agency networks (SIAA, ISU, Smart Choice, Renaissance) have hundreds of member agencies and centralized newsletters. Pitch one network a member discount; they distribute it for the goodwill. One yes = a list of 200+ warm agencies.
  • E&O angle to the carriers/wholesalers. Carriers and wholesalers hate cert-driven E&O claims as much as agencies do. Co-marketing: “we reduce your appointed agencies’ cert E&O exposure.” This is a credibility multiplier, not just a lead source.

Medium. The form generation and email parsing are off-the-shelf. The hard, non-trivial work is policy ingestion and endorsement-schedule extraction across carriers with inconsistent document formats — that’s a real data-pipeline and prompt-engineering effort, plus a curated reference library of ISO/AAIS endorsement forms and their coverage implications. A technical founder with an insurance-domain advisor ships a credible v1 (one or two AMS integrations, clean clause-verdict UX) in roughly 3–4 months. Carrier coverage breadth is the long pole, but you can launch narrow (top 10 commercial carriers) and expand.
