2. Trend signal — why now?

Certificate of insurance (COI) processing is the single most-hated task inside US independent agencies, and the pain is finally meeting tooling that can touch it.

  • It’s the #1 CSR complaint. Industry write-ups citing Insurance Journal’s 2025 Agency Operations Survey rank COI processing as the number-one CSR complaint across agencies of all sizes — ahead of endorsement processing and billing inquiries. The verbatim framing is brutal: requests come in flagged “URGENT,” “often at 4:00 PM on a Friday,” and account managers “drop everything” to type a holder’s address into a PDF.
  • The numbers are large and ugly. IA Magazine (Feb 2026) reports 400M+ COIs issued annually in the US, manual error rates of 5–10%, construction rejection rates of 45–55% on initial submissions, and notes that “many agency E&O claims begin with a certificate error” — correction cost $200–$500 per cert.
  • The tech just crossed the threshold. Modern OCR+LLM hits 95–98% accuracy on clean ACORD forms (Unstract / V7 Labs, 2026). Reading an unstructured request email and mapping it to the right form fields and endorsement language is now a tractable LLM task, not a research project.
  • Money is moving — but at the wrong end of the workflow. P&C insurtech funding hit $1.13B in Q1 2025 (+90% QoQ). The funded players — Jones, BCS (RiskBot), Certificial, myCOI — all chase the tracking side (the GC chasing subs for expired certs). The issuance side (the agency staff who actually produce the cert) is still email-and-PDF manual.

3. The opportunity

Every commercial P&C agency has a hidden cost center: the certificate desk. The IIABA pegs the average independent agency at 45–90 minutes to process a single cert request manually; other sources put it at 12–25 minutes for a routine one. Either way, a CSR loses focus for ~23 minutes after every “quick” interruption. For a mid-sized agency doing 3,000 certs/year, that’s $12K+ in pure labor — and that’s before the E&O exposure.

The incumbents misread the market. The funded COI software (Jones, BCS, Certificial, myCOI) sells to the certificate holder — the general contractor or property manager who collects certs and wants to track expirations. Nobody serious is selling to the issuer — the small independent agency whose CSRs produce the certs from messy inbound requests. The legacy AMS vendors (HawkSoft, EZLynx, NowCerts, AMS360) technically “generate certificates,” but the generation step assumes a human has already (a) read the request, (b) figured out whether it needs additional-insured / waiver-of-subrogation / primary-and-noncontributory wording, and (c) confirmed those endorsements actually exist on the underlying policy. That reading-and-verifying step is the 12–25 minutes. That’s the wedge.

A focused AI-first tool that sits on the agency’s shared cert inbox, reads each request, drafts the ACORD 25 with the right boxes and the right manuscript wording, and — critically — flags when the requested coverage isn’t actually on the policy does the 10× thing: it collapses the task and defuses the E&O landmine that AMS auto-fill ignores.

4. Target market

  • Primary customer: Owner / operations manager of a US independent commercial-lines P&C agency, 3–25 staff, running HawkSoft / EZLynx / NowCerts / AMS360, with at least one CSR whose week is dominated by cert requests. Trucking-heavy, construction-heavy, and artisan-contractor books feel it worst (the IA Magazine piece cites a trucking agency needing COIs “within 20 minutes before each dispatch”).
  • Why they buy (in their words): “Certificates are the worst part of the job.” “We can’t hire fast enough to keep up.” “One wrong additional-insured and it’s an E&O claim.” The owner buys to stop CSR burnout and to shrink E&O exposure; the CSR is the champion who begs for it.
  • Rough TAM reasoning: ~36,000 independent agencies in the US; a large majority write commercial lines. Even if only ~15,000 have a meaningful cert workload and we capture a few thousand at $300–600/mo, that’s a comfortably-inside-$5M-ARR business without needing the whole market.

Remove the AI and there’s no product. The core job is reading unstructured inbound requests — a forwarded email that says “hey can you get me a cert for the Henderson job, they need us as additional insured and waiver of subro per the contract, holder is Henderson Properties LLC” plus a 14-page PDF lease — and turning that into the correct structured cert fields and a coverage-verification judgment. That’s NLP extraction + reasoning over policy data + a rules layer for what’s certifiable. AMS “certificate generation” is a form filler; the value here is everything before the form. The verification step (“you can’t certify AI status that isn’t endorsed”) is the load-bearing differentiator and is pure LLM-plus-rules reasoning.

7. Localization angle (if any)

N/A — this is a US-only play by design. ACORD forms, additional-insured endorsement conventions, and US E&O exposure are the entire product. The form standards and the agency-distribution channel don’t transfer to other markets without a full rebuild. Focus beats breadth here; a UK/Canada cut is a later company, not a localization toggle.

8. Business model — path to $1M–$5M ARR

  • Channel through agency consultants & outsourcers. The “outsource your CSR” firms (Angela Adams, Insuserve, virtual-CSR shops) exist because of this pain. Partner: they offer CertClear to clients as a force-multiplier instead of headcount, we rev-share. Warm intros to hundreds of agencies.
  • Cluster networks & aggregators. US independent agencies join clusters/networks (SIAA, ISU, Smart Choice). One endorsement deal with a regional cluster puts the tool in front of dozens of member agencies who already trust the cluster’s vendor picks.

The extraction + drafting + rules engine is off-the-shelf LLM + a structured ACORD form layer + a manuscript-wording rulebook — buildable by 1–2 strong engineers in ~3–4 months for an email-in / draft-out v1. The genuinely hard parts are (a) the coverage-verification logic, which needs real policy/endorsement data and a domain expert to encode what is and isn’t certifiable, and (b) AMS integrations, which are gnarly but can be deferred past launch (start from forwarded data + uploaded dec pages).
