2. Trend signal — why now?

Three things broke loose in the last 60 days that change how a Shopify brand defends a chargeback:

  • Visa CE 3.0 update went live April 1, 2026. Order-linked packing video is now a top-tier fulfillment evidence type inside Visa’s Order Insight pre-chargeback flow. Merchants can submit packing-level evidence directly to the issuer before the chargeback is decided, not after. This is brand new — it’s not in Chargeflow’s, Disputifier’s, or ChargePay’s product yet because the rule only took effect six weeks ago.
  • Visa ECM threshold drops to 1.5% in March 2026 for North America, Europe, APAC. Shopify already treats ~1% as effective limit. Sellers in apparel, supplements, and consumer electronics — the verticals that bleed chargebacks — are within one bad month of getting throttled.
  • 22–35% of Amazon sellers have been suspended once (Entresource, SmartScout surveys); equivalent ratio of Shopify brands feel chargeback pain. Merchant cost per dispute averages ~$315 all-in (fees + labor + lost goods) and net recovery rate is 12% (Chargebacks911, 2026). The math is brutal and known.

Add the tech-unlock: vision models that OCR a shipping label off a phone clip cost under a cent per minute of footage in May 2026. The packing-video-to-Order-ID linkage that used to need a dedicated PoS scanner is now a free pile-of-iPhones problem.

3. The opportunity

The chargeback-defense market for Shopify is crowded, but every existing app was built before April 1, 2026. They are all text-rebuttal engines: ingest dispute, fetch order data, generate a written response, submit via the gateway when the chargeback hits. They optimize the back half of the dispute lifecycle.

CE 3.0 moves the fight to the front half. The issuer can be shown packing video + matching prior-transaction data before a chargeback gets filed, and if the data elements align, the dispute is blocked at source. Stripe pipes prior-transaction data into Verifi Order Insight automatically — but only for merchants on full Stripe Checkout. Shopify Payments, Braintree, Authorize.net, NMI, Worldpay, and the long tail of acquirers don’t get that free pipe, and none of the existing Shopify chargeback apps have shipped a CE 3.0 packet builder.

The wedge: a packet engine that grabs whatever packing video the merchant has (phone clip, Ring cam at pack station, warehouse webcam — bring your own), OCRs the Order ID off the shipping label, matches it to two prior undisputed transactions with IP/device/AVS overlap pulled from Shopify + the gateway, assembles a CE 3.0-shaped evidence bundle, and submits it through the merchant’s acquirer’s Order Insight integration. Falls back to traditional representment when CE 3.0 doesn’t apply.

It’s not better text generation. It’s an entirely different evidence tier the incumbents haven’t built for yet.

4. Target market

  • Primary customer: Shopify or WooCommerce brand, $500K–$10M GMV/year, US/UK/EU, on a non-Stripe-Checkout payment stack (Shopify Payments, Braintree, Authorize.net, NMI, Worldpay, or PayPal Braintree). Verticals: apparel, supplements, consumer electronics, beauty, pet food. 0.4–1.5% chargeback rate. Already losing $5K–$50K/month to disputes.
  • Why they buy: They’re getting beat. Net recovery 12% means 88% of disputes cost them the goods + the fee + 2–5 hours of staff time per dispute. Chargeflow takes 25% of recoveries which feels punishing on $300+ orders. They want the CE 3.0 path because winning before the chargeback hits also keeps their chargeback rate under the Visa 1.5% ECM line.
  • Rough TAM reasoning: ~2M Shopify stores globally, ~250K do >$500K GMV, ~120K have chargebacks high enough to feel pain. Even capturing 1% = 1,200 customers at $300/mo = $4.3M ARR. Plus WooCommerce and BigCommerce.
  • Why now for them: April 2026 CE 3.0 update is fresh; March 2026 ECM threshold drop is fresh; their current Shopify chargeback app hasn’t updated for either; they have a pack-station phone they can mount this afternoon.

5. Product sketch (MVP)

  • One-click install on Shopify (and WooCommerce) — auto-syncs orders, fulfillment, gateway connection.
  • Packing-camera ingestion: Mount any iPhone, Android, or USB webcam at the pack bench. App scans the shipping label, marks the Order ID/AWB in the timeline, stores the clip linked to the order. No special scanner. Optional bring-your-own warehouse cameras with shipping-label OCR.
  • Prior-transaction matcher: For every order from a returning customer, pre-compute the 2 best candidate prior transactions (IP, device fingerprint, email, AVS, shipping address overlap) and lock them as the CE 3.0 evidence anchors.
  • Order Insight pre-chargeback submit: When the gateway/acquirer flags a pending dispute, push the assembled packet (packing video + prior-tx record) into Verifi Order Insight via the merchant’s acquirer connection. Ethoca Consumer Clarity for Mastercard.
  • Representment fallback: If CE 3.0 doesn’t apply or the chargeback fires anyway, assemble a normal representment packet with the same evidence plus reason-code template language and submit through the gateway.
  • Dashboard: per-dispute “evidence completeness score” before submit, win/loss tracking, chargeback rate trending vs Visa ECM threshold.
  • Optional: packing-video archive search (“show me Order #4521 being packed”) for return-fraud disputes that aren’t CE 3.0-eligible.

6. AI angle — what’s load-bearing

Three places AI does the actual work:

  1. Shipping-label OCR on cheap phone video — extracting Order ID/AWB from a 720p phone clip with motion blur and bad lighting. Off-the-shelf vision models handle this in 2026 for sub-cent cost; the work is in the pipeline (sampling rate, dedup, frame selection, multi-carrier label format handling).
  2. Prior-transaction matching with weighted data elements — picking the 2 of 5 candidate prior txns that maximize CE 3.0 issuer-block probability (IP + device + AVS overlap), ranked by which data elements each issuer weights highest. This is judgement, not lookup.
  3. Reason-code-aware representment drafting — for the fallback path, drafting Visa/Mastercard reason-code-specific rebuttals that quote the evidence we already collected. Existing apps do this; ours just plugs into the same evidence pool.

Strip the AI out: you’ve got a video archive, a CSV of orders, and a human spending 3 hours per dispute again — i.e., the world of 2022.

7. Localization angle (if any)

Global play. US is largest by chargeback volume; EU has PSD2 SCA friction reducing third-party fraud, leaving friendly fraud as bigger share — CE 3.0 plays well there. India/SEA/LATAM Shopify brands fight chargebacks too but volume is lower; second wave.

Real localization angles:

  • UK: Mastercard Consumer Clarity, Ethoca alerts more relevant than CE 3.0 there.
  • EU: GDPR-clean handling of packing video (PII in shipping labels).
  • India D2C: add UPI dispute handling (RBI ODR), different evidence shape — separate product probably.

For v1: US + UK + EU Shopify Payments / Braintree / Stripe-but-not-checkout merchants. Skip India for the first 12 months.

8. Business model — path to $1M–$5M ARR

  • Pricing: Tier 1 $199/mo (≤30 disputes/mo, 1 pack camera). Tier 2 $499/mo (≤150 disputes, 3 cameras, Order Insight integration). Tier 3 $999/mo (unlimited disputes, multi-warehouse, white-glove acquirer setup). Optional small recovery share (5%) — undercuts Chargeflow’s 25% by a lot.
  • ACV: $4,800 (Tier 2 average).
  • Rough math to $1M ARR: ~210 paying customers at $400/mo blended. Reachable from Shopify App Store + cold outreach to brands on chargeback-heavy verticals in 9–12 months post-launch.
  • Rough math to $5M ARR: ~1,050 customers, or 500 customers + recovery-share kicker on $20M of recovered chargebacks/year. Needs 18–24 months and at least one major acquirer co-marketing partnership (Worldpay, Adyen, or Braintree).
  • Expansion path: add cameras → add warehouses → add gateway connections → add the representment-fallback module. Natural ACV growth: $199 → $499 → $999 within 6 months for any growing brand. Bolt-on: return-fraud defense (pack-video lookup for “item didn’t arrive” claims, not CE 3.0-related but same data).

9. Go-to-market wedge — first 100 customers

  1. Shopify App Store + targeted SEO around “Visa CE 3.0”. Build a free Chargeback Health calculator that shows merchants their current chargeback rate vs the Visa 1.5% ECM threshold, with a “you have N days until throttled” countdown. Capture email. ~10 brands/week opt in once ranking establishes; convert 10–15% to paid trial.
  2. Cold outreach to 800 Shopify supplement + apparel brands with public Trustpilot/Reddit chargeback complaints. Use BuiltWith to filter by gateway (non-Stripe-Checkout). Send a personalized 90-second Loom showing what their last 5 lost disputes would have looked like in CE 3.0 format. Target 4% reply, 1% close = 8 customers from one campaign of 800.
  3. Partner with 2 chargeback-focused law firms / consultants (the same ones currently selling $2K POA services to Amazon sellers — they also serve Shopify brands). Affiliate split. They send us the small-fry that doesn’t pay legal rates.
  4. Founder content in /r/Shopify, /r/ecommerce, /r/FulfillmentByAmazon — biweekly post deconstructing a real CE 3.0 packet. Inbound from anyone fighting Visa disputes. Probably 5–10 customers in first 6 months. Slow but defensible.
  5. Direct to mid-market acquirers (NMI, Authorize.net resellers, Worldpay ISO partners) — offer white-label so they can resell to their merchant base. One channel partner that places us on 500 merchant onboarding flows = step-function.

If 1+2 don’t produce the first 30 customers in 90 days, the wedge isn’t real.

10. Build complexity — justification

Medium. Shopify + WooCommerce integrations are off-the-shelf. Vision OCR is API-level (Google Vision, Anthropic, OpenAI vision — pick one). Verifi Order Insight integration requires acquirer-by-acquirer plumbing — that’s the gnarly part. Ethoca Consumer Clarity is RESTful and documented. Estimated 14–18 weeks to v1 with 2 builders (one product-eng, one integration-focused). The hard half is acquirer integrations, not the AI.
