2. Trend signal — why now?

CBAM definitive regime started 1 January 2026. The first CBAM certificate price was published on 7 April 2026 at €75.36/tCO₂e — turning a paperwork exercise into a cash line item overnight. Authorised declarant applications closed 31 March 2026; any EU importer above the 50-tonne threshold now legally needs the status. First annual declaration covering all 2026 imports is due 30 September 2027, and the only thing that lets a small importer avoid the EU default values is primary supplier emissions data — which most suppliers in China, Turkey, India, Ukraine simply do not send.

DNV, Coolset and CarbonChain all independently flag that supplier emissions data is “the single biggest blocker to CBAM compliance.” The default values for 2026 carry a +10% markup, rising to +30% by 2028. For iron and steel, defaults run 3–4× actual production emissions — millions of euros for big importers, low-five-figures for the 50–2,000-tonne SME tier.

3. The opportunity

The enterprise CBAM platforms (CarbonChain, Climease, IntegrityNext, SAP, Sphera) chased the steel majors and big industrial groups first — €20K–€100K+ ACV deals. Below them sit tens of thousands of EU small importers — builders’ merchants, fabricators, small distributors, regional foundries — newly authorised declarants in Q1 2026 with imports between 50 and 2,000 tonnes/year. They cannot afford enterprise SaaS, cannot hire a sustainability consultant at €5K+/quarter, and their accountant doesn’t know what a Summary Communication Sheet is.

What they actually need is a focused agent that does three things and nothing else:

  1. Generates a multilingual supplier outreach packet (Turkish, Mandarin, Hindi, Ukrainian, Russian) with the simplified EU Communication Template attached, and chases the supplier on a schedule — email + WeChat/WhatsApp/email follow-ups.
  2. Parses whatever the supplier sends back — a PDF, an Excel, a photo of a clipboard — into a valid Summary Communication Sheet aligned to the EU CBAM methodology.
  3. Builds the quarterly CBAM Registry submission packet, including precursor coverage maps, default-value fallback math, and an audit trail the importer’s customs broker can sign off on.

That’s a €99–€499/month tool for the long-tail importer, not a €20K/year enterprise platform.

The agent writes in the supplier’s working language, references the specific shipment (HS/CN code, order number, vessel), and adjusts tone — direct in German, deferential in Japanese, relationship-first in Turkish.
  2. Unstructured-input parsing. Suppliers send PDFs, Excel sheets in their own format, photographs of factory logs, sometimes WhatsApp voice notes. A vision-LLM + structured extraction pipeline is the only economically viable way to get this into the EU’s Summary Communication Sheet without a human analyst.
  3. Methodology compliance checks. EU CBAM requires installation-level emissions calculated per the EU MRV methodology. An LLM that’s been fine-tuned/RAG’d against the actual EU implementing regulations can spot when a supplier’s “carbon intensity” number was computed using GHG Protocol scope 2 instead of EU methodology and flag it before the declaration goes in.

Remove the AI and you’re back to a junior sustainability analyst at €40K/year. The whole point is collapsing that role into €99–€499/month.

7. Localization angle (if any)

This is the localization play. The product is EU-only on the buyer side (CBAM is EU regulation), but the supplier-side intelligence is its core moat: working knowledge of how Chinese, Turkish, Indian, Ukrainian and Vietnamese mills actually operate, what data they keep, and which person in the org you have to chase to get it. Pricing in EUR (€99–€499/month) calibrated for SME wallets, not the €1,500–€8,000/month enterprise tier.
